On Sunday: a final few minutes with Andy Rooney (AP)

NEW YORK ? On the broadcast they call it "A Few Minutes With Andy Rooney."

They might better have called it "A Few Choice Words From Andy Rooney."

Rooney, despite his decades as a "60 Minutes" fixture, is a writer, not a talking head. Words, not vamping for the camera, have been his stock-in-trade since his first "60 Minutes" essay in 1978, just as words were for more than 30 years before that.

But on Sunday's edition of "60 Minutes," Rooney will have a few last words. The broadcast will mark his final commentary in his longtime role as weekly pundit. CBS says it will be his 1097th for the program. Tick, tick, tick, tick ....

News that he is stepping down was released abruptly earlier this week. Even so, it wasn't much of a surprise. Rooney is 92 and surely recognizes this truth: Words may last forever, but not the person who crafts them.

Rooney has been a champion of words on TV ever since he joined CBS in 1949 as a writer for the red-hot "Arthur Godfrey's Talent Scouts." Within a few years he was also writing for CBS News public-affairs shows such as "The Twentieth Century" and "Calendar."

A World War II veteran who reported for the military newspaper Stars and Stripes, he came from an ink-on-dead-trees brand of journalism that he never renounced. (During his CBS career, he had a syndicated newspaper column and published 16 books.)

So it was logical that he would join "60 Minutes" with its inception in 1968. After all, the legendary creator of "60 Minutes," Don Hewitt, is well remembered for insisting that, even on the visual medium of TV, the words should come first and the pictures follow. A decade later, Rooney was 59. At an age when many people might be pondering retirement, he took his seat before the camera to deliver his first "60 Minutes" essay.

Beetle-browed and rumpled, he wasn't telegenic by traditional standards. Nobody minded, or even noticed. Viewers listened to his words and he caught on.

Exactly why he won and kept a following can be debated long after he's gone. Right now, the nature of his appeal must surely be occupying CBS News honchos as they ponder how, or whether, to replace him. (CBS has made no announcement on that score.)

But one reason for his appeal is clear: He tapped into experiences common to his audience.

In his opinion pieces, he drew from a wellspring of everyday annoyances and absurdities, noting how the life we share often doesn't add up. This provoked him, and his essays gave us license to be irked, too, as we tapped into our own inner fuddy-duddy.

One Sunday, for example, Rooney focused on motion-picture credits. There are too many of them. They take too long. Who cares, anyway? Things were better when he was a kid, without all those names wasting everybody's time.

Another week, he tried to explain the flat tax by showing flat things ? a pancake, a punctured tire. Then he threw up his hands: A flat tax isn't worth figuring out after all, it's just an empty campaign promise.

He raised to conscious level things on which we all could agree: How banks insist on having lofty-sounding names.

He validated things in his own wry style that everybody knows and says: How air travel stinks.

He took notably bold stands on certain major issues: He was one of television's few voices to strongly oppose the war in Iraq when it began.

There were easy targets, too: "There are a lot of know-nothing boobs who don't appreciate the modern art being put up in public places in all our cities," he declared peevishly one week. "I know this is true, because I'm one of those know-nothing boobs."

Then, occasionally, he strayed into areas beyond his understanding. For example, he dismissed Kurt Cobain's 1994 suicide as, in effect, a selfish act. What did Cobain know about suffering? The 27-year-old rock star hadn't suffered through a war or the Depression! (The next week, he apologized on the air.)

He could play rough.

"One of my major shortcomings ? I'm vindictive," he pleasantly acknowledged in a 1998 interview with The Associated Press. "I don't know why that is. Even in petty things in my life I tend to strike back. It's a lot more pleasurable a sensation than feeling threatened."

"There's no question I have a negative streak," he summed up, "which has served me well."

Indeed. But if Rooney sometimes championed a get-off-my-lawn brand of crankiness, there was usually a twinkle in his eye and a "we're-in-this-together" tone to his writing.

And for Rooney, it all came down to the writing, the words: simple, succinct, sometimes pungent, sometimes funny, and cut to the chase. Then, tick, tick, tick, tick ...

He will do it one more time as a weekly commentator this Sunday, completing a remarkable run. And in those few minutes, he will demonstrate one final piece of Rooney-worthy wisdom ? that all the words in the world come down to just one: goodbye.

Judge allows model of attempted Christmas Day bomb at trial (Reuters)

DETROIT (Reuters) ? A model of the bomb a Nigerian man is accused of trying to detonate in his underwear to blow up a passenger airline on Christmas day 2009 will be allowed as evidence in trial, a judge ruled on Tuesday.

Judge Nancy Edmunds allowed the bomb model as well as several videos for use in the trial of Umar Farouk Abdulmutallab, saying they would not prejudice the jury. Abdulmutallab is representing himself in court.

The trial in U.S. District Court in Detroit is scheduled to begin on October 11, the week after jury selection begins.

Abdulmutallab, 24, is charged with trying to detonate the device on a Northwest Airlines flight as it approached Detroit from Amsterdam, a scare that prompted U.S. authorities to quickly ramp up aviation security.

Abdulmutallab previously told U.S. investigators he had received the bomb, which failed to detonate fully, and training from al Qaeda militants in Yemen, U.S. officials have said.

After the attempted attack, President Barack Obama's administration scrambled to strengthen U.S. airline security by deploying full-body scanners to try to detect explosives that could be hidden in a passenger's clothing.

Abdulmutallab had "vehemently" objected to use of the model and videos in motions previously filed with the court, saying the model would inflame jurors.

One video the government plans to use in evidence shows an expert recreating and detonating in an open field the type of bomb Abdulmutallab is charged with using to show the force of such an explosion.

Abdulmutallab argued on Tuesday that the demonstration did not recreate the setting where he is charged with trying to detonate a bomb.

The government also submitted plans to use a video clip showing Abdulmutallab's martyrdom video, as well as a voice over about his plans and former al Qaeda leader Osama bin Laden calling Abdulmutallab a hero.

Abdulmutallab argued only a Muslim would understand the videos, in asking they not be allowed as evidence.

"It's not possible for someone who doesn't believe in the Quran to understand what it means and understand what someone is trying to do," he said on Tuesday.

Edmunds ruled the government could use the portions of the video with Abdulmutallab and the voice over, but barred the section with bin Laden saying it would possibly prejudice the jury and was not needed.

Edmunds also ruled she would allow testimony by the government's experts on al Qaeda and martyrdom.

Israel approves 1,100 new homes in east Jerusalem (AP)

JERUSALEM ? Israel granted the go-ahead on Tuesday for construction of 1,100 new Jewish housing units in east Jerusalem, and Prime Minister Benjamin Netanyahu ruled out any freeze in settlement construction, raising already heightened tensions after last week's Palestinian move to seek U.N. membership.

Israel's Interior Ministry said the homes would be built in Gilo, a sprawling Jewish enclave in southeast Jerusalem. It said construction could begin after a mandatory 60-day period for public comment, a process that spokesman Roi Lachmanovich called a formality.

The announcement drew swift condemnation from the Palestinians, who claim east Jerusalem as their future capital. The European Union's foreign policy chief in Brussels, Catherine Ashton, also said that the decision "should be reversed."

The Palestinians have demanded that Israel halt all settlement construction in east Jerusalem and the adjacent West Bank ? territories captured by Israel in the 1967 Mideast war ? as a condition for resuming peace talks.

Since capturing east Jerusalem, Israel has annexed the area and ringed it with about 10 Jewish enclaves which are meant to solidify its control. Gilo, which is close to the Palestinian city of Bethlehem, is among the largest, with about 50,000 residents. Israel's annexation of east Jerusalem has not been internationally recognized.

Saeb Erekat, the chief Palestinian negotiator, said the Israeli decision amounted to "1,100 no's to the resumption of peace talks."

He urged the United States, Israel's closest and most important ally, to change its position and support the Palestinians in their quest for U.N. membership. The United States has repeatedly called on Israel to cease settlement construction on land that could constitute a Palestinian state, but says the U.N. is not the proper place to resolve the conflict.

With peace talks stalled for the past three years, the Palestinians last week asked the U.N. Security Council to recognize an independent Palestinian state in the West Bank, east Jerusalem and Gaza Strip. Although the move won't change the situation on the ground, the Palestinians believe international support will boost their position in future peace negotiations.

The U.S. opposes the U.N. strategy and has vowed to veto the Palestinian request in the Security Council. Both Israel and the U.S. say a Palestinian state can only be established through negotiations.

But in an interview published Tuesday, Netanyahu ruled out any settlement freeze, arguing that a 10-month moratorium on new housing construction last year had failed to yield results.

The Palestinians, saying his limited freeze was insufficient, agreed to resume negotiations just weeks before the moratorium ended. Netanyahu then refused a U.S.-backed Palestinian demand to extend it, and the talks quickly collapsed.

Netanyahu has called for the resumption of peace talks without preconditions. He rejects calls to halt settlement construction and has dismissed demands that a Palestinian state be based on Israel's 1967 prewar lines ? pitting him odds with the Obama administration.

"The Palestinians, by coming back to the issue of the settlement freeze, indicate that they don't really want to negotiate," Netanyahu told the Jerusalem Post. "They use it again and again, but I think a lot of people see it as a ruse to avoid direct negotiations."

Meir Margalit, a Jerusalem city council member who opposes east Jerusalem construction, said city officials had given initial approval to the Gilo project more than a year ago.

He said he didn't expect the project to be "an obstacle of peace" since it is in an existing Jewish area that is widely expected to remain part of Israel in any peace deal. But he said Interior Minister Eli Yishai, leader of the hawkish Shas Party, appeared to have timed the approval as a response to the Palestinian statehood gambit. Yishai declined an interview request.

Seeking to break the deadlock, the international Quartet of Mideast mediators ? the U.S., EU, U.N. and Russia ? last week called on Israelis and Palestinians to resume negotiations. It called for a peace agreement to end the over 60 year-old conflict by the end of next year and urged both sides "to refrain from provocative actions."

Richard Miron, spokesman for U.N. Mideast envoy Robert Serry, said the Israeli decision was "very concerning" and ignored the Quartet's appeal. "This sends the wrong signal at this sensitive time," he said.

The fate of east Jerusalem is the most explosive issue in the Israeli-Palestinian conflict. The sector is home to Jerusalem's Old City, which houses sensitive Jewish, Muslim and Christian holy sites.

Netanyahu says he will never relinquish east Jerusalem, which Israel considers an integral part of its capital. The Palestinian leadership has vowed it will not accept a state without key parts of east Jerusalem as its capital.

In all, about 200,000 Jews live in east Jerusalem, which Israel calls neighborhoods and the Palestinians call settlements. Squeezed between them are Arab neighborhoods that are home to some 250,000 Palestinians.

There was no immediate U.S. reaction to the Gilo project.

Syrian agents targeting activists, families (AP)

BEIRUT ? A young woman was found beheaded and mutilated, apparently by Syrian security agents, underscoring what witnesses and the U.N. human rights office said Friday was a fearsome new tactic of retaliating against protesters' families to snuff out the 6-month-old uprising against the regime of President Bashar Assad.

The slain 18-year-old, Zainab al-Hosni, is believed to be the first woman to die in Syrian custody since the uprising began in mid-March. Amnesty International said Friday she had reportedly been detained by security agents to pressure her activist brother to turn himself in.

The violence serves as a grim reminder of how the Assad family has kept an iron grip on power in Syria for more than 40 years by brutally crushing every sign of dissent. The idea that the regime has eyes and ears everywhere resonates in a nation of 22 million where decades of autocratic rule have nurtured a culture of deep fear and paranoia.

Witnesses and activists say retaliation against families of those involved in the uprising has ranged from threatening phone calls to beatings and even killings, as in the case of al-Hosni.

The U.N. human rights office said Friday that the harassment was even extending beyond Syria's borders.

"Prominent human rights defenders, inside and outside the country, are reported to have been targeted," U.N. human rights office spokeswoman Ravina Shamdasani said in Geneva. "We are also concerned by reports of the targeting and attacking of families and sympathizers of the protesters by security forces."

She offered no details and did not elaborate on the activists or their families being targeted outside the country.

The Syrian opposition movement has proved remarkably resilient despite a massive military assault using tanks, snipers and shadowy, pro-regime gunmen against demonstrators. According to U.N. estimates, more than 2,700 civilians have been killed in the crackdown since March and thousands more have been detained since protests began in mid-March, riding on the wave of euphoria as popular uprisings toppled longtime dictators in Egypt and Tunisia.

The mutilated teenager, al-Hosni, was from the central city of Homs, one of the hotbeds of the uprising. She was seized by men in plainclothes on July 27, apparently to pressure her brother Mohammed, who was organizing protests in the city, Amnesty said.

After her arrest, he was told by telephone that she would only be released if he stopped his activities, the New York-based group said. Her brother was eventually arrested earlier this month. On Sept. 13, his mother was summoned by security forces to pick up his body, which showed bruises, burns and gunshots, the group said.

At the same morgue, the mother happened to find her daughter's body as well. The family said Zainab had been decapitated, her arms cut off, and skin removed, according to Amnesty.

After Zainab's burial last weekend, women held a protest in Homs, hailing her as the "flower of Syria" and chanting "Syria wants freedom" and "The people want the president's ouster," according to video footage posted on the Internet by local activists.

"They plucked the flower, and she said, 'After me, a bud will rise up.' Rejoice in eternal paradise, Zainab," read a sign held by one of the women.

The deaths of Zainab and her brother bring to 103 the number of people who have been reported killed in Syrian custody since the uprising began in March, Amnesty said.

"If it is confirmed that Zainab was in custody when she died, this would be one of the most disturbing cases of a death in detention we have seen so far," said Philip Luther, Amnesty's deputy director for the Middle East and North Africa.

The Syrian government has banned foreign journalists and placed heavy restrictions on local coverage, making it difficult to independently verify events on the ground.

But there have been growing reports in recent months of activists' families facing bloody retribution, including parents of Syrian pianist Malek Jandali.

In July, Jandali participated in a rally in Washington, pressing for freedom in Syria and performing a piece he wrote called "I Am My Homeland." Soon after, he said, pro-government gunmen stormed his parents' house in Homs and beat his father, Maamoun, and his mother, Lina.

Jandali posted photographs of his parents' bloodied faces on his Facebook page this week.

Still, the uprising has continued. Friday protests have become a weekly ritual in Syria, despite the near-certainty that security forces will respond with bullets and tear gas.

This Friday, Syrian security forces opened fire on thousands of protesters calling for the opposition to unite against Assad's regime. The Syrian opposition is fragmented and has not yet formed a united front that would offer an alternative to Assad.

Several people were killed Friday in Damascus and near Homs, although there was no clear figure ? a common problem in the confusion of widespread protests. One activist group, the London-based Syrian Observatory for Human Rights, put the death toll at nine.

An activist in Homs, Majd Amer, said there was unprecedented security presence in the city.

"They have been deploying here since last night," said Amer as cracks of gunfire could be heard in the background.

Also Friday, the European Union agreed to widen sanctions against Syria by banning investment in the country's oil sector. EU foreign affairs chief Catherine Ashton said that the new measure seeks to reinforce the ban on Syrian crude oil imports agreed on Sep. 2.

Friday's additional measures also include a ban to deliver bank notes to the Syrian Central Bak and travel and visa bans on more officials linked to the regime.

Syria exports some 150,000 barrels of oil per day, with the vast majority going to the European Union. The EU says that Syria earned euro3.1 billion ($4.4 billion) by selling oil to the EU in 2010.

With the new investment ban, the EU seeks to target Syrian companies that explore and refine crude oil. It says that EU based operators can no longer participate or set up joint ventures with such Syrian companies, and are no longer allowed to provide credits and loans.

"Repression against the Syrian people must stop completely," Ashton said.

Amtrak to finally launch free WiFi for regional trains on October 1st?

Rumor 'round the Twitterverse has it that Amtrak may finally be implementing free WiFi on October 1st -- finally seeing the bet laid down by various plane and bus companies over the past couple years. The casual conversation between conductor and passenger yielded the information that the system is finally ready to extend beyond Acela, apparently "ready to roll and it's just a matter of 'flipping the on switch.'" This comes as great news for commuters who spend their mornings and evenings stuck on slow, old, often curious smelling Regional trains. Unfortunately, other than the tweet, there's no word (official or otherwise) whether net surfage will be possible beginning next month. Regardless, looks like the "I didn't have internet access" excuse is still valid for a little while longer for all you nine to fivers.

Update: To be clear: Amtrak Acela trains by and large already have WiFi, as do some regional trains in the Northwest. This latest addition would be for Northeast Regional trains.

NATO strikes, NTC kill 151 in Sirte: Gaddafi aide (Reuters)

TUNIS (Reuters) ? Ousted Libyan leader Muammar Gaddafi's spokesman said on Thursday that NATO air strikes and shelling of Sirte by interim government forces on Wednesday and Thursday had killed 151 people.

Spokesman Moussa Ibrahim, in a satellite phone call to Reuters in Tunis, also said the city's main hospital had run out of medical supplies and power.

His claims could not immediately be verified as Sirte, Gaddafi's hometown, is largely cut off from communication and is besieged on three fronts by ruling National Transitional Council (NTC) forces.

A NATO official told Reuters that it had attacked Sirte over the last 48 hours, but that the most significant target was a Gaddafi command center.

"The compound was clearly a military target since (Gaddafi) forces were using it to coordinate and support operations against civilians," the official said.

At the time of that strike, NATO had no indication there were any civilians in the area and Ibrahim's claims of civilian deaths were "unsubstantiated," he said.

"Between yesterday and this morning, 151 civilians were killed inside their homes as the Grad rockets and other explosives fell upon their heads," Ibrahim said.

"The city hospital stopped functioning altogether last night. Patients died simply because nothing can be done to help them."

A familiar figure in Tripoli while Gaddafi was in power, Ibrahim spoke on Thursday from an undisclosed location.

He made similar claims last week when he said that NATO raids on Sirte had hit a residential building and a hotel, killing 354 people.

A spokesman at the time said NATO was aware of the allegations but that such claims were often unfounded.

"ROCKETS AND BOMBS"

Sirte is one of only two major towns still under the control of pro-Gaddafi forces after the NTC took over most of another stronghold, Sabha, on Wednesday.

Ibrahim called on the United Nations, the European Union, the Arab League, foreign media and rights groups to try to get into the center of Sirte.

"We hold them directly responsible to expose the crimes committed against a whole city with the vigor and energy they had when they believed they were helping the cities of Misrata and Zawiyah from Libyan armed forces," he said, referring to a devastating Gaddafi bombardment of those cities during the war.

NATO says its air strikes in Libya since March have not killed large numbers of civilians.

Ibrahim also attacked the raising of Libya's new flag at the United Nations on Tuesday.

"Look at Palestine -- more than 60 years legitimate struggle for a state and still nobody wants to hear the case of the Palestinian people to have a seat at the U.N.," Ibrahim said.

"Yet some armed gangs, supported by NATO, get their flag raised at the U.N. before they're in even in control of the whole country. The Libyan people didn't vote for that flag. It's all through violence and rockets and bombs."

America Cannot Afford The High Cost of Cheap Labor | legal ...

There is a famous saying, ?There is no such thing as a free lunch!?

The point is that nothing is truly free- when someone else eats for free, someone else has to pay the bill.

Corporations understandably want to reduce operating costs to increase profits.? The problem is that unscrupulous employers will do anything and everything to reduce their operating costs.? Before the labor movement, child labor was common and factories and other worksites were filthy and unsafe places to work.

Today companies that want to lower operating costs and avoid various regulations and requirements will often move their manufacturing plants to China and other countries where they face far fewer regulations and workers who are willing to work for lower wages with far fewer benefits.

Alternatively, those companies that decide to maintain facilities in the United States but still want to reduce labor costs and avoid many of the various environmental, safety and labor standards, will resort to hiring foreign workers.? At the lower end of the labor market, such unscrupulous employers seek to hire illegal aliens who are coerced into settling for substandard wages under substandard conditions and are not likely to complain about dangers created by their employers who blatantly ignore health, safety and environmental regulations and standards.

Our nation pays in many ways for these hiring practices including the fact that foreign workers employed in the United States send tens of billions of dollars in remittances to their families in their home countries.? These are wages that are not earned by American workers and the money is not spent or invested in the United States.

At the upper end, companies seek to employ foreign workers through the use of H-1B and other ?temporary? work visas.? The problem for employers who seek to hire high tech workers is that often there is no shortage of amply qualified American or lawful immigrant professionals who would gladly take those jobs, so these employers work with law firms that have developed strategies to be legal ?artful dodgers.?? The employer is thus able to hire workers for greatly reduced wages and few if any fringe benefits and the lawyers are paid their fees.

However, as I said at the outset, there is no such thing as a free lunch.? The first group to pick up the tab is the displaced American workers who are unemployed or underemployed and are drowning in debt.

An even bigger group of people who are getting stuck with the tab are the citizens of our nation.? There are a few reports that you need to take time to review.

First of all, I ask that you consider the frustrating news article that appeared in ?The Hill? on September 9, 2011 and was entitled: ?Senators press IRS for answers on tax credits, unauthorized workers?

The Inspector General of the Internal Revenue Service issued a report that prompted the response by those senators noted above and was entitled: TIGTA Report: Unauthorized Workers Received $4.2 Billion in Refundable Tax Credits Last Year

The summary of that reports begins as follows:

WASHINGTON ? Individuals who are not authorized to work in the United States received billions of dollars from the Internal Revenue Service (IRS) last year in a refundable tax credit based on earned income called the Additional Child Tax Credit (ACTC), according to a new study released today.

The study, conducted by the Treasury Inspector General for Tax Administration (TIGTA), found that claims for this credit by these individuals have escalated sharply from $924 million in 2005 to $4.2 billion in 2010.

This is a luncheon tab of such proportions that it should give every struggling American family a serious case of indigestion!

Next I ask you to consider that another report, this one issued by the Inspector General of the Social Security Administration on September 7. 2011 contained more infuriating news.? It reported on how thousands of aliens who had been admitted into the United States, under the aegis of the H-1B Visa Program, purportedly to do high tech jobs apparently were not employed by the employers who had filed for their visas.

This report was entitled: H-1B Workers? Use of Social Security Numbers (A-08-11-11114)

Here is an excerpt from the report that sums up the problem:

?Based on the results of our review, we estimate about 7,131 (18 percent) of the 38,546 H-1B workers to whom SSA assigned an SSN in 2007 may have used their SSNs for purposes other than to work for their approved employer. This estimate includes about 4,433 (11 percent) H-1B workers who had posted wages during our audit period from an employer other than their DHS-approved employer. This estimate also includes about 2,698 (7 percent) H-1B workers who had no posted wages from 2007 through 2009.

?To enhance SSN integrity, we believe SSA should contact DHS to offer to establish a data match agreement to assist DHS? efforts to identify and reduce the number of H-1B workers who may use their SSNs for purposes other than to work for their approved employer.?

There is no integrity to the immigration system and no integrity to the process by which visas are issued to aliens.? In addition to the obvious national security implications these failings have to our nation, our nation and our citizens are paying a huge economic price where jobs, our nation?s burgeoning deficit and other such issues are concerned.

Aliens who are admitted under the aegis of a work visa program who fail to work at the jobs for which they were admitted into the United States are illegally present.? Back when I was an INS Special Agent, such aliens would have been routinely arrested and deported from the United States.

Today, any alien who can make his (her) way into the interior of the United States is all but guaranteed to be not only not arrested but to be likely granted employment authorization!

In essence, the President and the leadership at DHS have, in making it clear that illegal aliens will not be arrested for simply violating our nation?s borders and immigration laws have, in a very real sense, fired the starter?s pistol.? As a consequence it must be expected that aliens from around the world who aspire to come to the United States for all sorts of purposes ranging from seeking illegal employment to goals that involved far more nefarious objectives, have heard the ?shot heard ?round the world? are off and running and heading to the United States!? To them our borders are the ?finish line!?

You must consider these issues when you hear the candidates for public office, especially the Presidency, declare how they would create new jobs.? The real issue is who will liberate jobs being held by aliens whose presence in our country represents a violation of our laws- laws that for far too long have been ignored by politicians from both sides of the political aisle.

America and Americans can no longer afford what has, for decades, passed for ?business as usual!?

The U.S. National Hurricane Center said Ophelia, the 15th named storm of the 2011 Atlantic hurricane season, formed late on Tuesday about midway between Africa and the Caribbean's Lesser Antilles Islands.

It posed little threat to the U.S. coast or energy interests in the Gulf of Mexico.

Richard Pasch, a senior hurricane specialist at the Miami-based NHC, said it was too soon to pinpoint Ophelia's expected track through the Caribbean with any degree of certainty.

Computer models, however, put the storm, packing strong wind gusts and heavy rain squalls, over or near the northern Lesser Antilles by the weekend and just north of Puerto Rico by Monday.

Pasch cautioned Ophelia could weaken considerably or be torn apart by strong upper-level winds in the next few days. "We're looking at some pretty unfavorable winds that would likely keep it from becoming much of a storm," he said.

At 5 p.m. EDT , Ophelia was 1,165 miles east of the Caribbean's Leeward Islands and had top sustained winds of 60 miles per hour, the NHC said.

It said some weakening of the storm was expected in the next two days and that it had already met its likely peak in terms of intensity.

Most hot foods do not need the transportation and storage requirements of frozen food. This is because it is prepared for almost immediate consumption. The most obvious requirement for the packaging of hot foods is that the container can withstand high temperatures, and not melt or buckle. The integrity of the contents must be maintained at all times to meet with food regulation standards. However, hot foods are a more bacteria friendly environment, so care must be taken regarding the amount of time the food is kept heated.

Just when the consumer believes there are no further innovations that can be made in food packaging, along comes something different. The latest item of interest is the move by the large supermarket chains away from the paper bag lined with foil to keep chickens hot. The foil bag is still popular with smaller food retailers, but the larger stores seem to prefer plastic bags.

Whatever the type of packaging, it must always be able to preserve the integrity of the contents, whether they are hot or cold. If it can also provide nutritional information and have an eye-catching and colorful design, it will be a winner with consumers, which is really what modern packaging is all about.

International travel medical insurance is used by short-term travelers, mostly on holidays and pleasure cruises. Apart from covering medical expenses for a short travel time, it also covers emergency medical evacuations and trip cancellation refunds.

When you arrange with a travel agency for a tour with a fixed schedule, all the necessary reservations are confirmed. So the agency always demands a non-refundable deposit. It is done weeks in advance, and sometimes a person may not be in a position to undertake the tour or cruise due to a variety of reasons, including health reasons. To get the victim of an accident or sudden illness to medical facilities, costs are very high. This evacuation benefit is the second-most important coverage of travel medical insurance. Of course, the traveler needs to be fully protected against any illness or accident during the trip. It costs about five to seven percent of the travel cost to buy travel insurance and, considering the peace of mind that it gives, it is a good value.

Be vigilant, read all the small print carefully, and if you are not satisfied that you know all that is to know about this product that you are buying, do not sign on the bottom line. If a salesperson evades your questions, it is time to look for another one.

Obama making final push to blunt Palestinian bid

(AP) ? Scrambling to head off a diplomatic clash, President Barack Obama will publicly push for the Palestinians to drop a statehood bid when he addresses the U.N. General Assembly on Wednesday.

Obama will follow up his speech with separate meetings with Israeli and Palestinian leaders as he seeks to coax both parties back to direct peace talks.

At the same time, U.S. officials are conceding that they probably cannot prevent Palestinian leader Mahmoud Abbas from moving forward with a request to the U.N. Security Council for full Palestinian membership.

Recognizing that Abbas seems intent to proceed, Obama is expected to privately ask the Palestinian leader to essentially drop the move for statehood recognition after Abbas delivers a formal letter of intent to the U.N. on Friday.

"The president will say, frankly, the same thing in private that he'll say in public, which is that we do not believe that this is the best course of action for achieving Palestinian aspirations," White House deputy national security adviser Ben Rhodes said.

Obama will also meet Wednesday with Israeli Prime Minister Benjamin Netanyahu.

The Obama administration has pledged to veto any Palestinian statehood bid, arguing that only direct peace negotiations, not a U.N. vote, would allow the Palestinians to achieve the benefits of statehood.

Meanwhile, Susan Rice, the U.S. ambassador to the U.N, called the Palestinian push for recognition by the world body "an unwise and diversionary gambit."

"There is no shortcut to statehood," she said Wednesday morning in an interview on CBS's "The Early Show."

Rice acknowledged that Abbas was determined to press his case, but said he wouldn't get enough Security Council votes to succeed.

Rice said that negotiations with Israel represent the only real path to statehood, saying that longstanding arguments over borders, security, a capital city and the Palestinian refugees, must be resolved ahead of statehood.

"There is a great gap between the expectations of the Palestinian people and the reality," Rice added.

With peace talks stalled, the U.S. and international partners have been negotiating intensely this week over the steps it would take to bring the two sides back to the negotiating table.

The new approach being considered would see the "quartet" of Mideast peace mediators ? the U.S., European Union, United Nations and Russia ? issue a statement addressing both Palestinian and Israeli concerns and setting a timetable for a return to the long-stalled peace talks, officials close to the diplomatic talks said.

Israel would have to accept its pre-1967 borders with land exchanges as the basis for a two-state solution, and the Palestinians would have to recognize Israel's Jewish character if they were to reach a deal quickly, officials close to the talks said. The officials spoke on condition of anonymity to discuss ongoing diplomacy.

The White House publicly appeared to hold out slight hope that enough progress could be made to stop Abbas from formally requesting statehood recognition.

"President Abbas has indicated his determination to go to the Security Council, so we take him at his word on that," Rhodes said.

The simmering situation is far from the scenario Obama envisioned when he spoke at the U.N. one year ago.

"We should reach for what's best within ourselves," Obama said last September in pushing for negotiated agreement on a sovereign Palestinian state. "If we do, when we come back here next year, we can have an agreement that will lead to a new member of the United Nations."

While the Palestinian statehood bid has overshadowed Obama's time at the U.N., he is also expected to use his speech to the international body to reflect on the sweeping changes in the world over the past year, most notably in the Arab world.

Rhodes said the president also would highlight significant foreign policy developments for the U.S., such as drawing down the wars in Iraq and Afghanistan, as well as the killing of Osama bin Laden.

Obama on Wednesday also planned to hold bilateral meetings on the sidelines of the U.N. General Assembly. He was to meet with leaders from Britain, France, Japan and South Sudan, the world's newest nation.
