You can't really spot reduce as such and have to lose weight all over and think of it as a reversal of where you put it on easily will also be where you lose it too.

You can do all the abs exercises in the world but but unless you lose the covering of fat then you will just have strong internal abs that won't be visible as much through the layer of fat, just as a nice smooth and flat internal wall won't look good if you wallpaper on top of old layers of wallpaper and end up with a thick uneven covering instead of stripping through the old wallpaper first. You will have to do a combination of body part exercises (and not only ab ones) and cardio to burn calories but the specific abs ones will also do this to a degree and strengthen your abs which also help with posture too and takes the strain off of your back.

You should probably do high rep abs exercises in the region of 1-3 sets of a couple of exercises for 20 reps and possibly even more but work your way up in the early stages with say 10-12 reps a set but add a rep or 2 every workout, which can be every other day or 3 times a week on Mon-Weds-Fri if you like the weekend off. You might also want to do specific exercises for both upper and lower abs with crunches (rather than sit ups) for upper and bent knee leg leg raises for lower, although both kinds of abs get some benefit from each of the exercises anyway. Search on YouTube if you're not sure how to perform these.

Eating little and often, up to 6 times a day is better than 3 big meals but the 6 times won't be full meals and some can even just consist of a piece of fruit or a protein shake but it's probably best to do a bit of research for diets based on which body type you are from ectomorph, mesomorph or endomorph and you might need to research that too.
