SAN FRANCISCO (AP) ? Red Hat is red hot. The software maker's shares are up 19 percent Thursday, hitting a 12-year high, after an earnings report that highlighted how much Red Hat is benefiting from a shift in the way big companies meet their technological needs.

Certain genes and proteins that promote growth and development of embryos also play a surprising role in sending chemical signals that help adults learn, remember, forget and perhaps become addicted, University of Utah biologists have discovered.
"We found that these molecules and signaling pathways [named Wnt] do not retire after development of the organism, but have a new and surprising role in the adult. They are called back to action to change the properties of the nervous system in response to experience," says biology Professor Andres Villu Maricq, senior author of the new study in the March 30 issue of the journal Cell.
The study was performed in C. elegans ? the millimeter-long roundworm or nematode ? which has a nervous system that serves as a model for those of vertebrate animals, including humans.
Because other Wnt pathways in worms are known to work in humans too, the researchers believe that Wnt genes, the Wnt proteins they produce and so-called "Wnt signaling" also are involved in human learning, memory and forgetting.
"Almost certainly what we have discovered is going on in our brain as well," Maricq says. And because a worm nerve-signal "receptor" in the study is analogous to a human nicotine receptor involved in addiction, schizophrenia and some other mental disorders, some of the genes identified in the worm study "represent possible new targets for treatment of schizophrenia and perhaps addiction," he adds.
Wnt genes and their proteins already were known to "pattern the development and distribution of organs in the body" during embryo development, and to be responsible for various cancers and developmental defects when mutated, he says.
Maricq conducted the study with these Utah biologists: doctoral students Michael Jensen and Dane Maxfield; postdoctoral researchers Michael M. Francis, Frederic Hoerndli and Rui Wang; undergraduate Erica Johnson; Penelope Brockie, a research associate professor; and David M. Madsen, a senior research specialist. The study was funded by the National Institutes of Health and the American Heart Association.
Synapse Plasticity is the Basis of Learning and Memory
Synapses are the connections between nerve cells (neurons). Nerve signals are transmitted through synapses. Learning and memory concern how these connections are made, broken, strengthened or weakened. Proteins known as receptors are delivered to the synapses or removed from them to strengthen or weaken the connection.
In the new study, Maricq and colleagues identified a "Wnt signaling pathway" ? a series of genes and the proteins they produce ? that controls the strength of nerve signal transmission from one neuron through a synapse to the next neuron. This allows "plasticity" of synapses ? a key factor in learning, retaining memories and forgetting.
"The adult nervous system is not a stagnant tissue, but rather dynamic and plastic, with the strength of synapses ? specialized neuron-to-neuron connections ? changing with experience, learning and memory," Maricq says. "It's not a fixed thing, like when you're done making the heart, you're done."
When synapses and thus incoming nerve signals are strengthened by adding receptors, an organism learns and remembers; when the opposite occurs, the organism forgets, he adds.
How is that connection strengthened or weakened? When one neuron sends a nerve signal to another neuron, the first neuron releases a chemical known as a neurotransmitter, which moves through the synapse connecting the two cells and attaches or binds to receptors on the surface of the second neuron.
"You can think of the receptors like amplifiers, like hearing aids," Maricq says.
The volume of the received nerve signal depends on the number of receptors, which are stored in a supply depot just below the nerve cell's surface.
The Wnt signaling identified in the new study "tells the depot to put more receptors into the synapse ? or not," says Maricq.
He emphasizes that the Wnt chemical signal is different than the actual nerve signal carried by a neurotransmitter chemical, which in the new study was acetylcholine. The Wnt signal "is a secondary signal that controls the volume of the neurotransmitter signal," Maricq says.
Worms Reveal Details of Nerve Signal Volume Control
By crippling various genes in the worms, the researchers identified the "signaling pathway" by which a Wnt protein in one nerve cell sends a chemical signal to another cell telling it to increase the number of receptors on its surface, thus increasing the strength or volume of nerve signals between the cells.
The type of nerve-signal receptor in the study is an acetylcholine receptor named ACR-16. When researchers crippled the gene that makes the ACR-16 receptor protein, there were not enough receptors, so nerve signals were disrupted and the worms "had uncoordinated movement," Maricq says. "They were semi-paralyzed."
The scientists found mutations of other genes that also resulted in inadequate ACR-16 receptors and impaired the worms' movement. They discovered such genes belong to the "Wnt signaling pathway" that puts enough receptors on the cell surface so signals can be received.
Besides ACR-16, genes in that pathway produced proteins named CWN-2 ? which is a Wnt protein ? LIN-17, CAM-1 and DSH-1.
Here is how that pathway controls the volume of incoming nerve signals:
The researchers used a green jellyfish protein to mark the ACR-16 receptors so they were visible under a microscope. When any of the genes in the Wnt signaling pathway were mutant, the scientists could see the green-labeled receptors accumulate under the surfaces of nerve cells instead of moving to the surface.
Another experiment recorded electrical currents in worm nerve synapses and found it was smaller when any of the Wnt pathway genes were mutated. The smaller current ? reflecting impaired nerve-signal transmission ? explains why the mutant worms were partially paralyzed.
Human Version of Worm Receptor Tied to Mental Disorders
The ACR-16 acetylcholine receptor is the worm version of the alpha-7 nicotinic acetylcholine receptor in humans and other vertebrates. Both are similar in structure and function in animals from worms to fruit flies, mice and people.
The alpha-7 receptor "is important in schizophrenia and a number of different mental disorders, and may have a role in addiction, but we don't understand how it's regulated," Maricq says.
Many existing psychiatric drugs modify synapse strength. The new study suggests research should be done to show if the same Wnt signaling genes in worms also control alpha-7 receptor levels on human brain cells. If so, new drugs might be developed to target those genes as a way to treat mental disorders, including addiction.
"Addiction is like learning at a primitive level," Maricq says. "Addiction means that somewhere in your brain, synapses are too strong. So you want more."

In the highly competitive food service business it is common for the wait staff to work long, arduous hours for low pay and few benefits. Most employees are paid at barely minimum wage levels and must ?live? on whatever tips they receive. There is nothing illegal or unethical with this approach, but with these conditions it is no wonder that the restaurant industry suffers from annual employee turnover rates that often exceed a staggering 150 percent.
Most executives of restaurant chains are concerned about their employees and would dearly love to reduce the high costs of turnover, but feel trapped by the rules and peer group pressure of the industry business model. Talk to many 
restaurant executives and they will tell you that because of extremely thin margins, keeping the cost of sales, i.e. employee costs, competitive can be the difference between profit and loss. The irony is that the cost of finding, hiring and training a restaurant employee can approach $2,000 per individual and, with high turnover; it has a dramatic impact on the cost of sales. The good news is that turnover costs are one of the few items that can actually be impacted by management. If a company can find a way to significantly reduce turnover, expenses will decline and profits will increase incrementally. However, to do so, management must be willing to explore ways to break out of the mold for restaurant operations and apply ethical leadership skills.
Case in point.
The Wall Street Journal not too long ago ran an article titled, ?Burger Chain?s Health-Care Recipe.? The article profiled a regional restaurant chain ? Burgerville ? in Vancouver, Wash. Some years earlier,? the owners of the chain agreed to pay at least 90% of health-care premiums for employees who work at least 20 hours per week.
The article cited People Report, a research firm, pointing out that less than half of all restaurant chains even offer health-care options for part-time hourly workers and those who do, pay, on average, less than 50 percent of the cost for employees working at least 30 hours per week.
The Journal article noted that the initial expense for absorbing 90 percent of employee health-care costs nearly doubled Burgerville?s annual health-care bill, from $2.1 million to $4.1 million. But here?s the good news: Executives at the chain were quoted as saying that the plan, ?paid for itself and more.? They pointed out that turnover declined from 129 percent in 2005 or 54 percent in 2006 and the savings kept growing. Reducing the cost of replacing employees virtually matched the cost of subsidizing employee health benefits.
But there was more.
CEO Jeff Harvey said he believes employees work harder to qualify for more hours, which are assigned on a priority system based on performance. Once news of the generous health-care benefit became known, it was easier to recruit higher quality, experienced employees to the chain. He indicated that the higher work ethic of employees combined with the lower turnover translated in significantly increased sales, revenues and profits.
And the Moral of the Story ?
To be fair, Burgerville is a small, regional firm with only 39 locations. Executives with larger, national chains may claim that Burgerville?s approach to reducing turnover would not work with larger companies. And, they may be right (although I don?t think so), but that is not the point.
What we have here is an example of a CEO who was willing to go against the rules of his industry and the way his peers operate. He was open to using the ethics of doing the right thing ? providing affordable health-care for his employees ? and courageous enough?to do what others would not. His company?s reward:??significantly increased performance and results.
I do not fault the executives of the restaurant industry who, for the most part are ethical leaders doing what is expected to be done. That is what we are all taught to do. But, I do salute those who are willing to go beyond ethics; those who question the way things should be done and exhibit the courage to do more than is expected and to be rewarded for becoming true ethical leaders.
More leaders ? in all industries ? should try this approach.

When a delegation from the L.A. Chamber of Commerce visited Congress earlier this month to lobby for passage of the federal surface transportation reauthorization, members were greeted warmly by federal transportation officials who noted that L.A. was providing a model for Congress on how to get things done.
"You check your politics at the door," said U.S. Secretary of Transportation Ray LaHood, who with U.S. Senator Barbara Boxer (D-CA) and Federal Transit Administration head Peter Rogoff, complimented the chamber delegation on the bold and broad business-labor-environmental coalition that is supporting massive investment in L.A.'s public transportation system.
Congress has bogged down in partisan and ideological brinksmanship over the transportation reauthorization -- and many other issues -- so often during the past four years that the federal transportation bill will have to be extended for the ninth time when the current extension runs out March 31. While the Senate approved its bipartisan version of the bill this week under the leadership of Senator Boxer and Senator Jim Inhofe (R-OK), House Speaker John Boehner (R-OH) had to abandon his bill, which linked infrastructure programs with domestic oil production.
The lack of a federal bill means states haven't had the funding assurances they need to begin major multi-year infrastructure projects that could provide hundreds of thousands, if not millions, of jobs to American workers.
While the grand coalition that championed the Measure R sales tax for transportation in L.A. County in 2008 is one example of how to get things done in a bipartisan manner, another perhaps even grander example of how cooperation, community and bipartisanship can yield impressive results is currently underway in Southern California.
Every four years the Southern California Association of Governments (SCAG) adopts a 25-year regional transportation plan (RTP) that has to "meet conformity" with the federal Clean Air Act in order for the six-county region to continue to receive federal transportation funding. During this planning cycle the RTP was for the first time paired with a "sustainable communities strategy"(SCS) -- mandated by the state's new GHG reduction law, SB 375 -- that lays out a plan to reduce GHGs by reducing driving.
The public rarely shows up at SCAG, an agency governed by a bipartisan 83-member regional council, but the SCS has drawn hundreds of people into SCAG's planning process. Meetings have been crowded with advocates demanding more transit, bike lanes and pedestrian improvements and more affordable housing choices, and doctors and academics testifying that in order to deal with the health and obesity crisis the region needs to create "active environments" -- because auto-oriented communities have literally engineered physical activity out of our lives.
The broad interest in charting a new direction in community and transportation planning has resulted in a remarkable $524 billion regional plan that enhances the region's economic future and jobs growth by reducing traffic congestion despite a projected growth in population of four million residents. The plan doubles the number of people who will be living near "high-quality transit" (a bus or train that comes every 15 minutes or less), almost doubles the number of jobs near transit, and more than triples funding for bicycle and pedestrian projects.
The plan promises to yield a $3,000 annual savings to each household because of lower auto, fuel, water and energy costs, and a 24 percent reduction in pollution-caused respiratory problems, resulting in a $1.5 billion/year less in health care costs. The plan envisions future revenue sources including the substitution of a fee on vehicle miles traveled, a "VMT fee," for the current gas tax.
There seems to be general agreement across the region that our single-minded focus on building single-family residential neighborhoods connected by highways has reached the point of diminishing returns. Demographic changes -- a majority of single-person households and a rapidly aging population -- and rising gas prices are causing Southern Californians to demand a wider range of housing and transportation choices.
L.A. County voters demonstrated this when they passed the Measure R sales tax in 2008 to provide $40 billion for transportation -- $30 billion of it for transit -- by almost 70 percent. The Measure R investment together with the bike and pedestrian improvements and the increase in jobs and housing near stations is responsible for much of the GHG reductions in the RTP/SCS. And in the final run-up to plan adoption, SCAG staff may be recommending even more funding for transit, bike and pedestrian projects.
Prior to passing the transportation bill in the U.S. Senate, Senator Inhofe said he's always believed "conservatives should be big in two areas: national defense and infrastructure." We can only hope that the spirit of collaboration and bipartisanship evidenced both in the U.S. Senate and in Southern California -- and the acknowledgment that transportation investments and the jobs they create are critical -- will inspire the U.S. House of Representatives to move forward.

ROSEAU, Dominica?? Two California men on a gay cruise of the Caribbean were arrested Wednesday in Dominica, where sex between two men is illegal.

A recently-posted video of a 3-year-old boy ? wearing a cast and sitting in a wheelchair ? shows a TSA officer performing a pat-down at a Chicago-area airport and swabbing the toddler's cast and his wheelchair.
Police Constable John George said police boarded the cruise ship and arrested the two men on suspicion of indecent exposure and "buggery," a term equivalent to sodomy on the island. He identified the men as John Robert Hart, 41, and Dennis Jay Mayer, 43, but did not provide their hometowns.
George said the men were seen having sex on the Celebrity Summit cruise ship by someone on the dock.
The two were later charged with indecent exposure and are scheduled to appear before a magistrate Thursday morning. If found guilty, they could be fined $370 each and face up to six months in jail.
The ship carrying about 2,000 passengers departed Puerto Rico on Saturday and arrived in Dominica on Wednesday. It departed for St. Barts without the men, who are being held in a cell at police headquarters in the capital of Roseau.
The cruise was organized by Atlantis Events, a Southern California company that specializes in gay travel.
President Rich Campbell, who is aboard the cruise, said in a phone interview earlier that he thought the two men would be released. He later said in an email that the company has organized many trips to Dominica and would "happily return."
"Many countries and municipalities that gay men visit and live in have antiquated laws on their books," he said. "These statutes don't pose a concern to us in planning a tourist visit."
Campbell said he expects the two men to be released on Thursday and that they only face misdemeanor charges.
"The guests' actions were unfortunate but minor in this case and have no bearing on our overall guest experience," he said via email.
The pastor of Dominica's Trinity Baptist Church, Randy Rodney, praised the police for their intervention.
"I am very pleased that the police were called in and have arrested the people in question. I have warned about gay tourism and its implications for Dominica," said Rodney, who is a vocal critic of homosexuality and lesbianism.
The presence of gay cruises in the Caribbean has riled several conservative islands including Jamaica and Grenada, where anti-sodomy laws are enforced with strong backing from religious groups.
According to Cruisemates.com, no gay cruise lines sail to Jamaica or Barbados for fear of homophobia and possible violence. It said other places like the U.S. Virgin Islands welcome gay cruises.
In 2010, the Cayman Islands rejected the arrival of an Atlantis gay cruise amid protests from religious groups even though homosexuality is legal on the archipelago.
Don Weiner, a spokesman for Atlantic Events, referred all questions to Campbell, including why the company organized a trip to Dominica and whether it knew about the island's anti-sodomy laws.
Elizabeth Jakeway, a spokeswoman for Celebrity Cruises, referred all questions to Atlantis.
The last time authorities in the Caribbean intervened on a gay cruise was in February 2011, when agents with U.S. Customs and Border Protection arrested a California man aboard the Allure of the Seas, which had docked in St. Thomas. The man, Steven Barry Krumholz of West Hollywood, pleaded guilty to selling ecstasy, methamphetamine and ketamine to fellow passengers.

"Law & Order: SVU" is about to get a lesson in the domestic arts ... well, backstage, maybe.
According to TVGuide.com, Martha Stewart is set to guest star on the NBC procedural. Rather than playing a domestic goddess, her role will be that of a headmaster of a private school, the magazine reports.
The network confirmed the news to TODAY.com and said that an airdate has not yet been set, but that the episode would likely air at the end of April.
Stewart's reported role on "SVU" won't be her first time guesting on a show. She has previously appeared (as herself) on "All My Children," "The Simpsons," "Ugly Betty" and?other programs.?
"SVU" airs on Wednesdays at 10 p.m. on NBC.

Opinions on the new break-out social location app Highlight certainly aren't in short supply. Alexia thinks that friend-of-friend notifications should be customizable and that women may have trouble getting on board with the idea of constantly broadcasting their location. Eldon thinks that Highlight goes past social networking to be a potential business card swapping service, leaps ahead of a similar style app called Bump. He also thinks that the new update is quite clever.
