US testing surveillance balloons on Mexico border

ROMA, Texas ?

Floating 2,500-feet above scrub-covered U.S. ranchland near the Mexico border, the payload of high-tech cameras onboard a balloon being used by the Border Patrol can easily see a cluster of reporters and the make, model and color of their vehicles a couple of miles away.

In Iraq or Afghanistan, where the technology has already proven effective at spotting attackers, such balloons provide surveillance around bases. U.S. officials think they could be equally helpful in tracking drug smugglers and illegal immigrants along a rugged stretch of the Rio Grande that doesn't have any segments of border fence.

The Border Patrol is testing two blimp-shaped, helium-filled balloons, which are on loan from the Defense Department. Congressional staff members joined Homeland Security and Defense Department officials Wednesday near the border town of Roma, about 260 miles south of San Antonio, to see what the aerostats can do. Members of the media were given a more limited glimpse of the devices' capabilities.

The two aerostats - one about 55 feet long, the other 72 feet - being tested along the border are made in North Carolina by TCOM, a company with its headquarters in Maryland.

At the altitude displayed Wednesday, the white, 72-foot-long balloon is small but visible. Near where it's tethered, operators inside a windowless shipping container outfitted with air conditioning and three banks of video monitors scan the area, zoom in on vehicles a couple of miles away, switch to infrared and quickly pick up a vehicle moving through a parking lot.

The balloons' cameras can easily reach across the river to Mexico, but Border Patrol spokesman Henry Mendiola said that isn't the intent.

"Especially in this area upriver from La Joya where we have no infrastructure, we have no technology, everything down here is still being done by boots on the ground, and so this type of technology would make our job a little more efficient," he said.

The 72-foot model can stay airborne for at least 14 days. While the aerostats can't cover nearly the range of a helicopter or drone, they are far less expensive to operate and can be moved if needed.

Since the testing began Aug. 10, the balloons have already assisted agents patrolling the area. "We have seen some successes off of the aerostat in the testing phase," Mendiola said, declining to give details.

On the border, agents already employ an arsenal of surveillance tools that includes airplanes, helicopters, drones, boats, ground-based sensors and agents equipped with night-vision goggles.

Last year, the U.S. government dumped SBInet, a yearslong attempt to build a "virtual fence" along the border that cost nearly $1 billion. The aerostats, however, as well as an 80-foot tower with similar surveillance capabilities also being tested at the border, reflect an attempt to make use of the vast inventory of equipment that's been used in the wars in Iraq and Afghanistan.

The Border Patrol tested a similar balloon-mounted surveillance system in Arizona in March, and a variety of other Defense Department devices are also expected to be tested at the border in coming months.

The agency doesn't have a set end date for the testing period in Texas, Mendiola said.

    Yelekal "Kal" Alemu, 23, of Lawrence, Kansas, was last seen by friends and family on the morning of May 12, 2012. He was reported missing later that day when he failed to show up for a family gathering. The same evening Alemu was reported missing, authorities found his vehicle abandoned on private property in rural Douglas County, southeast of Lawrence. Alemu is 5-foot-10 and weighs 170 pounds. He has short hair and a full beard. He was last seen wearing a striped grey shirt.   • Phoenix Coldon

    Phoenix Coldon, 23, was last seen in the driveway of the family's St. Louis County, Mo., home at about 3 p.m. Dec. 18, 2011. Her mother said she was sitting in her vehicle one minute and the next, she was gone. When she did not return, Coldon's parents reported her and her black 1998 Chevy Blazer missing to police. On Jan. 1, Coldon's family found out the missing Chevy Blazer had been impounded at 6:23 p.m. on the day she disappeared. It was discovered about a 25-minute drive from her home, at Ninth and St. Clair in East St. Louis. The keys were in the ignition with the vehicle running and the driver's door open. The car had been towed and entered into the police computer as an abandoned vehicle. It remains unclear why the family was not told about the vehicle sooner.     Lauren Spierer, 20, was last seen around 4:30 a.m. on June 3, 2011, just a few blocks from her apartment in Bloomington, Ind. Earlier in the night, Spierer had visited Kilroy's, a nearby sports bar that closes at 3 a.m. When she left the establishment, she left behind her shoes and cellphone, police said. After leaving the bar, Spierer reportedly went to the apartment of Corey Rossman, a fellow college student at the university, before deciding to walk home. What happened to her after that remains a mystery. She was reported missing less than 12 hours later. Bloomington police, Indiana University police, the Monroe County Sheriff's Department, Indiana State Police and the FBI have all conducted searches for Spierer. Lauren Spierer is described as a white female who is 4-foot-11-inches tall with a slender build. She has blue eyes and blond hair. She was last wearing a white tank top with a light-colored shirt over it and black stretch pants. Anyone with information on her whereabouts is asked to call Bloomington Police at 812-339-4477.

  • Vilet Torrez

    Vilet Patricia Torrez, 38, of Miramar, Fla., was last seen by a friend she met for dinner on the night of March 30, 2012. Authorities have declined to comment on where Torrez went for dinner and will not release the name of the person she was with. Torrez's movements after the dinner are also unknown, but the vehicle she was driving was later found at her residence in the 12900 block of Southwest 28th Court, a gated community off Miramar Parkway. Torrez was scheduled to work March 31 at her bath remodeling job with Bath Fitter in Doral, but she did not show up or call in. On April 2, Torrez was reported missing. Her estranged husband, Cid Torrez, has since been named a person of interest in her disappearance. Vilet Patricia Torrez is 5-foot-3-inches tall, weighs 125 to 130 pounds, and has black hair and brown eyes.   • Michelle Parker

    Michelle Parker, 33, vanished on Nov. 17, 2011, the same day that her appearance with her ex-fiance, Dale Smith, aired on "The People's Court." The couple was in dispute over a $5,000 engagement ring. After hearing both sides, Judge Marilyn Milian ordered Parker to pay Smith $2,500. A few hours after the episode aired, Parker dropped her 3-year-old twins off at Smith's condo for scheduled visitation. Parker's 2008 black Hummer H3 was found the following day in a parking lot on the west side of Orlando. Decals for Parker's Glow mobile tanning business had been removed from the windows, police said. Police initially said that Smith was cooperating and was not considered a suspect, but during a later press conference he was named the primary suspect in Parker's disappearance.     Nieko Lisi, 18, lives in Jasper, N.Y., about 40 miles from Elmira. According to relatives, Lisi was en route to Buffalo when he disappeared. He was last seen around 2 p.m. on Sept. 30, 2011, when he and friend Robert Knight, 20, stopped at Lisi's uncle's home in Addison, N.Y. Knight arrived at his parents' home in Michigan on the morning of Oct. 1, 2011. He allegedly told family members Lisi had dropped him off, but no one physically saw Lisi, police said. Lisi's family reported him missing and on Oct. 5, Michigan police went to talk to Knight about his friend's whereabouts. According to WETM-TV, Knight "suffered some sort of ailment" during police questioning and was hospitalized. Knight was released from the hospital on Oct. 9.     This type of technology, which is known as near-field communication (NFC), has already been implemented to allow fast money transactions; however, this new device could lead the way to large-scale adoption at a low cost.

    The rectenna, created by researchers from Sunchon National University and Paru Printed Electronics Research Institute, could be implemented onto everyday objects so that they can harness the power given off by the smartphone's radio waves and send information back to it via printed digital circuits.

    It is called a rectenna as it is a combination of an antenna and a rectifier -- a device that converts alternating current (AC) into direct current (DC). The rectenna was printed onto plastic foils in large batches using a roll-to-roll process at a rate of 8m min-1. Five different electronic inks were used and each rectenna had a length of around 1300 mm.

    The researchers state that the rectenna can harness power directly from radio waves given off by a mobile phone, converting AC into DC. The rectenna created in this study could provide at least 0.3 W of power from an alternating current which had a frequency of 13.56 MHz.

    NFC technology is very similar to QR codes, whereby users take a photo of a square-shaped bar code on a poster or advert using their smartphone. The difference with NFC is that items will contain a small computer chip or digital information, operated by DC power.

    "What is great about this technique is that we can also print the digital information onto the rectenna, meaning that everything you need for wireless communication is in one place," said co-author of the study Gyoujin Cho.

    "Our advantage over current technology is lower cost, since we can produce a roll-to-roll printing process with high throughput in an environmentally friendly manner. Furthermore, we can integrate many extra functions without huge extra cost in the printing process.

    "The application of NFC technology with the smartphone will be limitless in the near future. The medical, automotive, military and aerospace industries will benefit greatly."

    Farrah Abraham Debut Single: Is "Finally Getting Up From Rock Bottom" the Worst Song Ever?


    We almost feel like we owe Rebecca Black an apology.

    After seeing her pawn her daughter off on her parents last night on Teen Mom, it's good to see Farrah Abraham is putting all her free time to good use.

    She recently came out with her book, My Teenage Dream Ended, and now, having just wrapped her new album, has leaked a preview of the first song.

    “I'm happy again, and this is my song for finding happiness,” Farrah Abraham tells In Touch of the track, titled “Finally Getting up From Rock Bottom.”

    A nice sentiment, but from the opening lyrics - Dude (ahhh!) dude (ahhh!) - it's clear the song is beyond terrible / unintentionally hilarious. Listen:

    With overproduced vocals, nonsensical lyrics and zero coherence, "Finally Getting Up From Rock Bottom" makes "Friday" look like Grammy material.

    Farrah says the song is about going inside and really digging deep in order to find the strength to climb out of the hole she’d found herself in.

    Explains the 21-year-old MTV reality star and mother of Sophia, “After almost wanting to kill myself, I found meaning and happiness within.”

    We're certainly glad she was able to search within herself and slay some of her demons. Now she just needs to search for a better career.

    Ting becomes first US MVNO to hop the Galaxy S III bandwagon, outlines its device roadmap

    Ting has drawn a lot of attention among MVNOs for its unique mix-and-match approach to contract-free plans, but it's had to contend with some rather middling phones inherited from its network partner Sprint. That gap in high-end phones will narrow before the summer's up: Ting plans to carry the Galaxy S III within three to six weeks, becoming the first virtual carrier in the US to tout Samsung's flagship. Its version is identical to the Sprint model and will even cost $20 less when you skip Sprint's two-year term, at $529 for a 16GB edition and $579 for its 32GB cousin. If that doesn't satisfy the appetite, Ting is also giving a peek at its menu for the months ahead. Along with adopting LTE this year to make that Galaxy S III hum, the carrier expects to bring in a more moderately-priced LTE phone, a hotspot, an accessible phone and a budget slider. We wouldn't base any carrier switches around an iPhone or Windows Phone option, though. There's only "some progress" coaxing a deal out of Apple, and a Windows Phone is most likely to wait until the first quarter of 2013.

    Sinking the Titanic 'women and children first' myth

    Forget "women and children first" ? it might have worked on the Titanic, but it's usually every man for himself, says Mikael Elinder

    Where does the notion arise that, when a ship sinks, women and children come first?
    It appears to have started when the HMS Birkenhead ran aground off South Africa in 1852, but the notion became widespread after the sinking of the Titanic in 1912. The captain explicitly issued an order for women and children to be saved first. As a result, the survival rate for women was three times higher than for men.

    This idea of chivalry at sea has gained mythological status, but you're the first person to examine if it's true for many other maritime disasters. What did you find?
    We went through a list of over 100 major maritime disasters spanning three centuries to see if we could find data on survival rates of men and women. We ended up with data on 18 shipwrecks, involving 15,000 passengers. In contrast to the Titanic, we found that the survival rate for men is basically double that for women. We only have data on children for a limited number of shipwrecks, but it is evident that they have really bad survival prospects: just 15 per cent.

    What about the noble ideal that the captain and crew put the passengers first and go down with the ship?
    What we can see clearly is that the crew were more likely to survive than passengers, with 61 per cent surviving, compared to around 37 per cent of male passengers. On average, the captain was more likely to survive than the passengers.

    So this notion of chivalry at sea is a myth?
    Yes. It really is every man for himself.

    Why do you think we bought into the "women and children first" belief?
    The Titanic has been so extensively studied and it confirmed the myth. There was little empirical evidence against it. Lucy Delap of Cambridge University argues that this myth was spread by the British elite to prevent women obtaining suffrage. They said, look at the Titanic, there is no reason to give women the vote because men, even when facing death, will put the interests of women first.

    In fact, you've found that, in general, women fare worse on British ships?
    Yes, It has been claimed that "women and children first" is just a British phenomenon. But we found a lower survival rate for women on British ships than on ships of other nations.

    You are an economist. Why are you interested in shipwreck survival?
    Other investigations of the Titanic disaster found that even when incentives to pursue your own interests were really high ? that you may die if you don't ? people can cooperate and act at the expense of their own survival. This is in contrast to models that economists have of human behaviour, that people are self-interested and act to maximise their own well-being. We wanted to test these models in extreme situations by analysing a completely new set of shipwrecks. We found that most shipwrecks are the complete opposite to what happened on the Titanic.
