Major blackout hits northern Indian cities

NEW DELHI (AP) ? The power grid across northern India failed Monday, halting hundreds of trains and leaving millions of people sweating in the heat in one of the worst blackouts in a decade, highlighting the country's inability to feed a growing hunger for energy.

New Delhi's prestigious Metro was among rail services that went down and hospitals shifted to generator power when the country's northern grid crashed about 2:30 a.m. because it could no longer keep up with the huge demand for power in the hot summer. Residents woken from sleep when their fans and air conditioners stopped, came out of their homes in New Delhi's sweltering heat as the entire city turned dark.

By late morning, 60 percent of the power had been restored in the eight northern states affected by the outage, Power Minister Sushil Kumar Shinde said. He said he expected the rest to be back to normal by late afternoon, adding that he was forming a committee to investigate the outage.

The failure was the first time since 2001 that the northern grid had collapsed. But India's demand for electricity has soared since then as its economy has grown sharply, and the outage was a reminder of the country's long road ahead in upgrading its infrastructure to meet its aspirations of being an economic superpower.

In addition, a weak monsoon has kept temperatures higher this year, further increasing electricity usage as people seek to cool off. Shivpal Singh Yadav, the power minister in the state of Uttar Pradesh, home to 200 million people, said that while demand during peak hours hits 11,000 megawatts, the state can only provide 9,000 megawatts.

The grid collapsed because some states apparently drew more power than they were authorized to take to meet the summer demand, Uttar Pradesh Power Corporation chief Avnish Awasthi said.

Blackouts are a frequent occurrence in many Indian cities because of a shortage of power and an antiquated electricity grid. At the same time, tens of millions of people living in villages in northern India have no access to the electricity grid at all.

Earlier this month, angry crowds blocked traffic and clashed with police after blackouts in the Delhi suburb of Gurgaon that houses many high-rise apartment blocks and offices. With no power in some neighborhoods for more than 24 hours, people erected blockades that paralyzed traffic for several hours.

Transmission and distribution losses in some states are as much as 50 percent because of theft and connivance of employees in the power industry.

From Coal To Gas: The Potential Risks And Rewards

This past week, the National Oceanic and Atmospheric Administration (NOAA) released a report linking climate change to some of the extreme weather events of 2011, like the devastating drought in Texas and record high temperatures in Britain.

None of this bodes well for the future, but there is a glimmer of hope. It turns out that U.S. carbon emissions are down nearly 8 percent since 2006.

Much of that has to do with the weak economy ? people are consuming less electricity. But another part could be related to the decline of coal and the rise of cleaner-burning natural gas. This boom in natural gas has been killing the Appalachian coal industry, but it also has environmental impacts both good and bad.

Extreme Weather

Philip Mote is the director of the Oregon Climate Change Research Institute at Oregon State University and one of the authors of the NOAA report. He and a team looked at last year's drought in Texas and compared what happened there with climate models going back five decades.

They wanted to figure out the odds that the drought was indeed related to climate change, and he tells weekends on All Things Considered host Guy Raz that it was an extreme event that was beyond anything that had happened before, but is likely to happen again.

"Certain types of extreme weather events, it's pretty clear, are increasing and will increase as the climate changes," Mote says. Extreme heat events being one, he says, as well as extreme rainfall. There have been some extreme cold events, however, but he says they shouldn't be mistaken for evidence against global warming.

"One incorrect conclusion is that global warming is not happening," he says. "Another incorrect conclusion is that global warming is making our weather more extreme in every respect. The correct conclusion is probably that that cold event happened despite global warming."

Mote's hope is that this report gives us a better understanding of what's happening in the world. In this case, he says, we're talking about events that are part of a larger portrait of how we're changing the climate.

"Even without climate change, in some respects, the ever-growing human race is very unprepared for extreme events," he says. "But we should certainly be prepared for those events we think of as unlikely and they're actually getting more likely."

Worth The Risk

The question now is whether human behavior can halt the pace of climate change. President Obama has set a goal of reducing U.S. greenhouse gas emissions by 17 percent by the end of this decade.

Another study suggests that goal might actually be feasible. Not because of tough new regulations or even legislation, but because of the increasing use of natural gas to generate electricity.

Gas is one of the cheapest sources of electricity generation, now half the price of coal. Much of this a recent development, the result of advances in hydraulic fracturing or fracking, the controversial process by which gas is extracted from deep under rock formations. Fracking now produces a third of all U.S. natural gas.

Lawrence Cathles, a professor at Cornell University who wrote that study, took a close look at natural gas usage and he found that replacing coal with natural gas would cut about 40 percent of carbon emissions linked to global warming.

"When you burn natural gas it's a cleaner burning fuel," Cathles tells Raz. "But the more significant thing ... natural gas can generate electricity with almost twice the efficiency in terms of conversion of energy content of fuel."

Natural gas is made up largely of methane, and some of it can leak as the gas is extracted and transported. Cathles says leakage of gas from well site to customer through pipes and compressors is about 1.5 percent of total production of gas.

"So we are losing gas, but it's not significant from a climate point of view," he says.

Even with that 1.5 percent or even 2 percent leakage ? which Cathles does think is too much ? he says if natural gas replaces coal, greenhouse gas emissions would decrease by up to 40 percent.

As far as the danger to water supplies, which critics cite as one of the issues with fracking, Cathles disagrees.

"You can't smell, you can't taste [methane]; you really don't know it's there [and] it's not harmful to you," Cathles says. Methane does pose an explosion danger in higher concentrations, however.

The risk of methane escape, Cathles says, is in tapping out a shallow gas pocket, something that would happen even if you drilled a water well. He says that risk is worth it.

"[If] we can get 40 percent of the distance we need to by accepting new availability of natural gas ... I think it makes just good sense to do it," he says.

Slowing Climate Change

Even with the reduction in U.S. carbon emissions in recent years, is it enough to slow down climate change? David Victor, a fossil fuel expert at the University of California, San Diego, says the jury is still out.

"While there's been a big reduction in U.S. emissions of carbon dioxide because of this shift to natural gas," Victor says, "it hasn't led to the kind of reductions you need to stop global warming, which is a 50 percent to 80 percent reduction."

Victor agrees that the gas revolution is not all roses, and that the U.S. needs to be vigilant about the environmental side affects, including small earthquakes from wells and the potential dangers to local water supplies.

"If the best practices aren't used on the well then some [waste]water can leak into ground water and be spilled on the surface and so on," he says. "There are air pollution concerns associated with fracking as well, so we need to find ways to address those."

Continued monitoring of natural gas production methods is important, Victor says, in order to make sure that we aren't accidentally making the problem worse by shifting to fracking and natural gas. At its best, he says, natural gas is a bridge to a future where we have lower emissions.

"It's better to have a bridge than nothing," he says.

For now, natural gas is on a rapid ascent. Last month, for the first time in U.S history, gas generated as much electricity as coal, now one-third of all our power.

Meditation, Exercise Could Protect You From The Flu

Who knew meditation could be so handy during cold and flu season?

A small new study finds that mindfulness meditation and moderate exercise seem to have protective effects against cold and flu, with people who engage in the practices having less severe, shorter and fewer symptoms of acute respiratory infection -- and fewer days missed from work due to the sickness -- than people who don't engage in either practice.

Specifically, undergoing mindfulness training was linked with a 40 to 50 percent decrease in symptoms, while exercise was linked with a 30 to 40 percent decrease in symptoms, researchers reported, compared with people who did neither activity.

"The apparent 40 to 50 percent benefit of mindfulness training is a very important finding, as is the apparent 30 to 40 percent benefit of exercise training," study researcher Dr. Bruce Barrett, an associate professor at the University of Wisconsin School of Medicine and Public Health, said in a statement. "If this pans out in future research, the impact could be substantive indeed."

The study, published in the journal Annals of Family Medicine, included 149 people, most of whom were women, with an average age of 59. Fifty-one of them were assigned to have mindfulness meditation training for eight weeks, 47 were assigned to do moderate exercise for eight weeks (like biking or running), and 51 were not assigned to do anything.

Then, after the eight-week period, the researchers tracked study participants' symptoms during cold and flu season, and also collected nasal wash samples from them.

Researchers found that people who did meditation had 27 total "episodes" of cold or flu symptoms, lasting a total of 257 days. And the people who exercised had 26 total "episodes" of cold and flu symptoms, lasting 241 days. But the people who did neither exercise nor meditation had 40 total "episodes" of cold or flu symptoms, lasting 453 days.

Recently, a review of research published in the journal Perspectives on Psychological Science broke down what exactly it is about mindfulness meditation that seems to make us healthier. They deduced that mindfulness is able to promote regulation of attention, body awareness, self-awareness and regulation of emotion -- all of which help us in different aspects of our lives.

  • It Makes Your Brain Plastic

    Quite literally, sustained meditation leads to something called neuroplasticity, which is defined as the brain's ability to change, structurally and functionally, on the basis of environmental input. For much of the last century, scientists believed that the brain essentially stopped changing after adulthood. But research by University of Wisconsin neuroscientist Richard Davidson <a href="http://brainimaging.waisman.wisc.edu/publications/2008/DavidsonBuddhaIEEE.pdf" target="_hplink">has shown that experienced meditators exhibit high levels of gamma wave activity</a> and display an ability -- continuing after the meditation session has attended -- to not get stuck on a particular stimulus. That is, they're automatically able to control their thoughts and reactiveness.

  • It Increases Gray Matter

    A 2005 study on American men and women who meditated a mere 40 minutes a day <a href="http://www.time.com/time/magazine/article/0,9171,1147167-2,00.html" target="_hplink">showed that they had thicker cortical walls than non-meditators</a>. What this meant is that their brains were aging at a slower rate. Cortical thickness is also associated with decision making, attention and memory.

  • It Can Be Better Than Sleeping

    In a 2006 study, college students were asked to either sleep, meditate or watch TV. They were then tested on their alertness by being asked to hit a button every time a light flashed on a screen. The meditators <a href="http://www.time.com/time/magazine/article/0,9171,1147167-2,00.html" target="_hplink">did better than the nappers and TV watchers</a> -- by a whole 10 percent.

  • It's Better Than Blood Pressure Medication

    In 2008, Dr. Randy Zusman, a doctor at the Massachusetts General Hospital, asked patients suffering from high blood pressure to try a meditation-based relaxation program for three months. These were patients whose blood pressure had not been controlled with medication. After meditating regularly for three months, <a href="http://www.npr.org/2008/08/21/93796200/to-lower-blood-pressure-open-up-and-say-om" target="_hplink">40 of the 60 patients showed significant drops in blood pressure levels</a> and were able to reduce some of their medication. The reason? Relaxation results in the formation of nitric oxide which opens up your blood vessels.

  • It Can Protect Your Telomeres

    Telomeres -- the protective caps at the end of our chromosomes -- are the new frontier of anti-aging science. Longer telomeres mean that you're also likely to live longer. Research done by the University of California, Davis' Shamatha Project <a href="http://www.guardian.co.uk/lifeandstyle/2011/apr/24/meditation-ageing-shamatha-project" target="_hplink">has shown that meditators have significantly higher telomerase activity that non-meditators</a>. Telomerase is the enzyme that helps build telomeres, and greater telomerase activity can possibly translate into stronger and longer telomeres .

  • It Can Slow The Progression Of HIV

    A 2008 study on HIV positive patients found that, after an eight-week meditation course, patients <a href="http://www.sciencedaily.com/releases/2008/07/080724215644.htm" target="_hplink">who'd meditated showed no decline in lymphocyte content</a> compared with non-meditators who showed significant reduction in lymphocytes. Lymphocytes or white blood cells are the "brain" of the body's immune system, and are particularly important for HIV positive people. The study also found that lymphocyte levels actually went up with each meditation session. However, due to the small sample size -- only 48 volunteers -- it's harder to draw definitive conclusions.

  • It's Pain Relieving Properties Beat MorphIne

    Earlier this year, a study conducted by Wake Forest Baptist University found that <a href="http://www.physorg.com/news/2011-04-demystifying-meditation-brain-imaging.html" target="_hplink">meditation could reduce pain intensity by 40 percent and pain unpleasantness by 57 percent</a>. Morphine and other pain-relieving drugs typically show a pain reduction of 25 percent. Meditation works by reducing activity in the somatosensory cortex and increasing activity in other areas of the brain. This study also had a small sample size, making it harder to draw definite conclusions.

Although the soon to be ex-spouses were set to have to a court date in two weeks regarding their divorce, it has been confirmed that the two have reached a mutual agreement. Iraqi Kurdistan has begun sending oil produced in its three-province autonomous region out of the country without the express permission of the central government, an official said on Sunday.

The central government in Baghdad, meanwhile, insisted that it reserved the sole right to export oil, which accounts for the lion?s share of the country?s income and is at the centre of a dispute between the capital and Kurdistan.
