SALT LAKE CITY ? Utah legislators want to see the dollar regain its former glory, back to the days when one could literally bank on it being ?as good as gold.?
To make that point, they?ve turned it around, and made gold as good as cash. Utah became the first state in the country this month to legalize gold and silver coins as currency. The law also will exempt the sale of the coins from state capital gains taxes.
Craig Franco hopes to cash in on it with his Utah Gold and Silver Depository, and he thinks others will soon follow.
The idea is simple: Store your gold and silver coins in a vault, and Franco issues a debit-like card to make purchases backed by your holdings.
He plans to open for business June 1, likely the first of its kind in the country.
?Because we?re dealing with something so forward thinking, I expect a wait-and-see attitude,? Franco said. ?Once the depository is executed and transactions can occur, then I think people will move into the marketplace.?
The idea was spawned by Republican state Rep. Brad Galvez, who sponsored the bill largely to serve as a protest against Federal Reserve monetary policy. Galvez says Americans are losing faith in the dollar. If you?re mad about government debt, ditch the cash. Spend your gold and silver, he says.
His idea isn?t to return to the gold standard, when the dollar was backed by gold instead of government goodwill. Instead, he just wanted to create options for consumers.
?We?re too far down the road to go back to the gold standard,? Galvez said. ?This will move us toward an alternative currency.?
Earlier this month, Minnesota took a step closer to joining Utah in making gold and silver legal tender. A Republican lawmaker there introduced a bill that sets up a special committee to explore the option. North Carolina, Idaho and at least nine other states also have similar bills drafted.
At the moment, Franco?s idea would generally be the only practical use of the law in Utah, given the legislation doesn?t require merchants to accept the coins, either at face value ? $50 for a 1-ounce gold coin ? or market value, currently almost $1,500 per ounce. And no one expects people will be walking around town with pockets full of gold and silver.
Matt Zeman, market strategist for Kingsview Financial in Chicago, expects more people will start investing in gold as America?s growing debt and bankruptcies in other countries continue to decrease the value of government-backed money.
?You?ve seen gold replacing these currencies as safety instruments,? Zeman said. ?If I don?t feel good about the dollar or other currencies, I?m putting my money in precious metals.?
Some supporters, including the law?s sponsor, seek to push Congress toward removing the tax burdens that discourage use of the coins, such as a federal capital gains tax.
?Making gold and silver coins legal tender sends a strong signal to Congress and the Federal Reserve that their monetary policy is failing,? said Ralph Danker, project director for economics at the Washington, D.C.-based American Principles in Action, which helped shape Utah?s law. ?The dollar should be backed by gold and silver, so we have hard money.?
The U.S. and many other countries largely abandoned gold-backed money during World War II because they needed to print more cash to pay for the war. Later, during the Great Depression, President Franklin D. Roosevelt took steps that essentially prohibited gold and silver as legal currency to prevent hoarding.
In 1971, President Nixon formally abandoned the gold standard.
Fifteen years later, the U.S. Mint began producing the gold and silver American Eagle coins, primarily aimed at investment portfolios and allowing people to trade them at market value but with capital gains taxes on profits.
Utah is now allowing the coins to be used as legal tender while levying no taxes.
Opponents of the law warn such a policy shift nationwide could increase the prospect of inflation and could destabilize international markets by removing the government?s flexibility to quickly adjust currency prices.
?We?d be going backward in financial development,? said Carlos Sanchez, director of Commodities Management for The CPM Group in New York. ?What backs currency is confidence in a government?s ability to pay debt, its government system and its economy.?
Larry Hilton, a Utah attorney who helped draft the law, disagrees and says the gold standard would restore faith in American money at a time when spiraling debt is weakening confidence.
?We view this as a dollar-friendly measure,? Hilton said. ?It will strengthen the dollar by refocusing policy matters in Washington on what led to the phrase, `the dollar is as good as gold.??

Glenn Bieler
Glenn M. Bieler, now associate vice president for university marketing and communications at Case Western Reserve University, has been appointed vice president for communications and public affairs at The Johns Hopkins University.
Bieler, who has focused his career on innovative, strategic communications that bring organizations closer to the audiences most important to their success, will join Johns Hopkins in July. He will lead the Communications and Public Affairs unit in the university?s central administration and encourage collaboration with communications teams located throughout the university, said President Ronald J. Daniels, who recommended Bieler?s appointment to the board of trustees.
Bieler assumes a new position created ?in recognition of the critical importance of communications in strengthening the university?s relationships with alumni, prospective students, parents, the local community and a broad array of other external and internal audiences,? Daniels said. Previously, the university?s central communications group reported to a vice president who also had responsibility for government and community relations.
?We want to tell the Johns Hopkins story?the story of a university of comprehensive excellence, a university that enables scholars to reach their full potential and a university that solves problems and contributes ideas to its community and the world,? Daniels said. ?Glenn is an experienced communicator and talented leader with a variety of experience that will serve him well as he takes on the mission to tell that story.?
Bieler will report jointly to Daniels and to Michael C. Eicher, senior vice president for external affairs and development. Eicher said that Bieler?s effectiveness in marketing and communications in both university and academic medical center settings gives him a head start in working within Johns Hopkins.
?Glenn has a track record as an accomplished leader of and contributor to communications successes,? Eicher said. ?His varied experience will allow him to work effectively in our diverse and decentralized environment and to partner with departments across the institution to build on the excellence of our Communications and Public Affairs team.?
?I am excited about joining one of the world?s great universities and about the challenges ahead,? Bieler said. ?I know there are first-rate communications teams in place at Johns Hopkins, both in the central administration and in the schools, divisions and other units. Bieler joined Case Western Reserve in 2008 and is responsible there for media relations, marketing, advertising, market research, internal communications, alumni and development communications, and electronic media. Previously, Bieler spent more than eight years with the Cleveland Clinic, one of the nation?s top hospitals and academic medical centers, the last two years as director of marketing and communications. A former practicing attorney, he began a transition into marketing and communications as international business development manager at Jones Day, one of the world?s largest law firms.
Bieler is a 1989 graduate of New York Law School and earned his bachelor of arts degree in 1983 at the University at Albany of the State University of New York.

The San Jose State University Lucas Graduate School of Business will hold its first Global Innovation Forum in partnership with IBM and SRI International on June 16 at the International Building of SRI International, Menlo Park, from 7:45 a.m. to 5:30 p.m. The theme of the conference will be on ?Innovation and the Digital Generation.? The event will feature four panels of speakers discussing opportunities and challenges presented by the Digital Generation in affecting companies? ability to innovate quickly and efficiently.
The keynote speaker will be Dr. Carl Wieman, Nobel Laureate in Physics. Dr. Wieman is associate director of science in the Office of Science and Technology Policy at the White House. When CompTIA developed the A+ certification in 1993, it was revolutionary. Prior to this time, IT certifications were limited to particular manufacturers. The qualifications for these certifications had quite a bit in common, and yet people still had to be certified for Dell, Compaq and IBM individually. Then, in 1982, five vendors got together and created the Association of Better Computer Dealers in an effort to improve the IT industry for everyone. They later changed their name to the Computing Technology Industry Association, or CompTIA, to reflect their changing position in the computer industry and the U.S. business scene. This company grew rapidly throughout the 1990s. Today, CompTIA is made up of distributors, manufacturers, resellers and training companies from all areas of IT, and it is considered one of the most important IT organizations in the world.
In 1993, CompTIA developed its first certification program. The company called it the A+ certification to suggest an overall competency with computers. This program was specifically designed to be a vendor-neutral certification, covering a wide range of skills, technologies and operating systems. The original A+ certification consisted of a single exam that was designed to measure the competency of novice IT technicians with at least 500 hours of experience. It was a rigorous exam, but it was the first one to cover the entire IT industry rather than a single vendor. It was a logical springboard into the IT industry and a stepping-stone to other certifications. As such, it quickly became the most popular IT certification in the business.
The A+ certification exam has undergone three major revisions since its inception. The first revision was in 2003, when CompTIA broke the exam into a hardware and a software section. This exam was more relevant to the technologies and operating systems of the time than the previous one, but it only had a pass rate of 3 to 10 percent. In 2006, the company revised the test again. They broke it into two separate tests and revamped it to include new IT developments and achieve a 20 percent pass rate. The first test, called the A+ Essentials, covered the basics. It encompassed eight different areas, including computer components, operating systems, networks and security. The second test was an elective test, and candidates could choose from three different tests based on their desired specialization. These elective tests were the IT Technician test, the Remote Support Technician test and the Depot Technician test. All four of these tests were mostly theory; they included very little practical application.
After three years, it became apparent that the A+ certification test was again becoming obsolete. Employers wanted IT professionals who could supply support across a wide range of areas, and they wanted people who could apply computer theory to real-life situations rather than simply name the parts of a laptop or a PC. As a result, CompTIA created an entirely new certification test in 2009. They got rid of the three elective tests and replaced them with the Practical Application test, and they revised the A+ Essentials test to include new technologies such as Windows Vista, Core 2 Duo and the latest hard drives and types of memory. In addition, they switched the focus of both tests to real-world application rather than theory. This version of the A+ certification test is still considered relevant today.
Another milestone in the CompTIA A+ certification came in 2007. In April of that year, the exam received accreditation from the American National Standards Institute. This gave the certification more prestige, but it also caused some problems. Before the accreditation, all A+ certifications were lifetime certifications. However, in January of 2010, the American National Standards Institute changed their policy so that their certifications expired after three years. As a result, CompTIA downgraded all their lifetime certifications, requiring certified members to re-take the exam every three years or pay an annual fee. People who had previously received certification felt that this was unfair and a violation of the contract they had signed. A month later, CompTIA decided to allow all previous certificate holders to retain their lifetime certification. However, any A+ certification issued after December 31, 2010 would be subject to expiration after three years.
Today, an A+ certification is as relevant in the IT industry as it was when it was developed. It provides a way to enter the IT profession and is often required for IT careers such as help desk technician, IT administrator and computer repair. Many employers look for this certification when hiring entry-level technicians, and some manufacturers require it as a prerequisite to their training programs. Technicians who hold the A+ certificate generally make 5 to 15 percent more than those without it. In addition, many popular certification programs such as Microsoft?s MCSE and MCSA acknowledge the A+ certification and allow it to be used as credit towards their certifications. The A+ Certification has become the preferred way to break into the prestigious field of IT.

Moriarty #1 ?- I couldn?t get to the end of this comic and that?s a shame because I was legitimately excited to read it. ?Hey! ?It?s a new Image #1 issue, right? ?And, I liked the art (which is very sketchy/scratchy). ?But, I just found the story to be so ponderous that I wasn?t enjoying it within the first 10 pages and just ran out of energy before getting to the end. ?The problems are that (a) it doesn?t provide an immediate hook, (b) it is wordy as hell and (c) most of the words are in narration boxes. ?Narration boxes are dangerous as the primary storytelling method because it makes the story feel stuffy. ?I want to watch the characters interact with their environment. ?Not see them narrate (after the fact) over the top of the action. ?The basic story is that we are following Professor Moriarty some 20 years after he has killed Sherlock Holmes and, after Holmes? death, he kinda lost his inspiration to be a villain anymore. ?Now, something is happening that pulls him back in. ?There may be die-hard Holmes fans out there who will enjoy this more, but I didn?t care for it at all.
