PSU AD: Speculation about having new coach already in place not true

DALLAS -- There's a widespread theory among Penn State followers that the search committee already has selected its next football coach and is merely waiting until after Monday's TicketCity Bowl to announce it.

"No, it's not accurate," PSU acting athletic director Dave Joyner said when asked about that possibility Thursday night at a team function. "We haven't negotiated a contract with anybody, we haven't done anything specific in those regards right now at all."

Joyner would not specify how many candidates have been interviewed but did seem to indicate the search committee is down to a few finalists.

"We have a handful of people that we think are worthy," said Joyner, who later mentioned there have been "some very, very high quality people, both on and off the football field" who have been targeted by the search committee.

Joyner wouldn't give a ballpark for the number of candidates interviewed, saying only, "It's been a fair number of people. It's more than one and less than 40."

Adding further reason to believe there is no deal already in place for a coach, Joyner said he has not yet discussed specifics with university president Rodney Erickson about how much the school can pay.

"We haven't actually gotten down talking about finances at this point yet," he said. "The president and I have talked about generalities, but we haven't begun a negotiation with any individual.

"I think we'll have an appropriate financial package for whoever is the coach that will fit well with our environment," he later noted.

The hope of the Nittany Nation is that Joyner and the search committee have a home run candidate up their sleeve, a huge name that would excite everyone, such as the hiring of wrestling legend Cael Sanderson by PSU in 2009.

"It depends on how you judge a home run," Joyner coyly said.

He then was asked how he judges it.

"I judge it by getting a person that has those qualities that we're used to in the university," he said, "and I think that if we get somebody that reflects the values that have been at this university for a long time and the football program in particular, then I'll feel like we've hit a home run."

Does that have to be a big-name coach?

"It doesn't have to be, in my opinion, to hit a home run because time will tell if you hit a home run," Joyner said. "Once you hit the ball, you don't know if it's gone out of the park until it gets up there, so it will take time to know for sure."

Today marks the 52nd day since Joe Paterno was fired Nov. 9, and Penn State certainly has taken its time with the search for his successor.

"We just want to know who it is," junior defensive lineman Jordan Hill said, "just like any other team or anybody would want to know who the head guy would be.

"It's not nervous," Hill said of the players' emotions having to wait so long. "It's just anxious, more anxious to know who it's going to be."

Even with such a lengthy search already, Joyner said he's still getting feelers from perspective candidates.

Joyner tried to give some assurance on the time frame -- "We're right where I thought we'd be at this point" -- but even if that's true, there's no denying that this PSU coaching search has taking much, much longer than virtually every other one in recent college football history.

Why so long?

"Because we're looking at people in a systematic way," Joyner said. "We're looking for some very important qualities that this program has been known for for many, many years."

The only time frame Joyner discussed about the hire has to do with recruiting. He wants the next coach to be able take full advantage of the NCAA contact periods, which in January run from the 4th to the 7th and from the 13th to the 28th. National signing day is Feb. 1.

"I'd like to get this finished so that whoever the head coach is, be it Tom Bradley, be it somebody else, has enough time to interact with recruits," Joyner said.

Many rumors have circulated about the coaching search, and Joyner admitted he finds it interesting reading some of the speculation. He also was asked which one has been his favorite rumor."

True to his secret form, he smiled and ducked the question so as not to give anything away.

"If I tell you what my favor rumor is you'd know that it wasn't true," Joyner said.

ANigerian, Amobi Okoye, who emerged the youngest player in the American National Football League (NFL), is still waxing stronger as a defensive player for the Chicago Bears.

Born June 10, 1987, the 24-year-old Anambra State indigene became the United States? Houston Texans? tenth overall in the 2007 NFL Draft. He had earlier played college football at Louisville.

At age 12, Amobi moved to Huntsville, Alabama in the US. His adaptation to the American environment was so fast that just after 14 days in God?s own country; he was tested and passed into the 9th grade.
He began playing football as a second year student at Lee High School, when he knew virtually nothing about the game.

But his high school coach who was quick to discover his talent advised him to start learning how to play in the NFL.

He heeded, and as of the time he became a senior student, he won first-team All-State honours as both a defensive lineman and offensive lineman.

When he turned 15 years of age, Amobi got an offer to study at the prestigious Harvard University, but he opted for University of Louisville as a result of his interest in developing a strong football programme.

While at Louisville, he started off as a biology student, but he eventually changed his course to psychology. During the Senior Bowl, Amobi?s stock rose dramatically with strong practice and game performances.

He was drafted by the Houston Texans in the first round of the 2007 NFL draft. He became the youngest player to ever be drafted in the first round of the NFL Draft at only 19 years old, while also emerging the highest draft pick to come out of the University of Louisville since the AFL-NFL merger.

[Fantasy Football] Week 17 - Title Games!

All right, fantasy footballers, let's hear how you did this year. And how many of you lot are still in the hunt for a league title?

As for me, I'm playing in my first league championship in over six years. The big battle for me is my Brees against his Rodgers. I'm confident given that Brees has a couple of things to play for and Rodgers doesn't. I think Rodgers will spend a lot more time on the bench this week than Brees - especially if Green Bay builds any kind of a lead over Detroit.

Verizon Resolves Third December Outage (NewsFactor)

Verizon Wireless experienced yet another data outage -- the third in less than a month -- on Wednesday. Customers reported trouble accessing Verizon Wireless' 4G network, based on LTE technology. Customers were also reporting issues with Verizon's 3G service, though Verizon consistently denied any issues with its 3G network.

Just days before Christmas, Verizon Wireless experienced widespread outages that made national headlines. And that was after an early December outage that angered customers and an April outage that got Verizon customers in a tizzy. In all, Verizon's advanced network has failed customers four times in 2011.

Verizon Wireless used Twitter to send out a message that the problem was solved early Thursday morning: "4G LTE issued resolved overnight. 3G operated normally; calling, texting were unaffected." Meanwhile, Verizon was also tweeting messages like this one on Thursday morning: "For a limited time, get 4 GB of data for just $30 mo. access w/a voice plan when you buy a 4G LTE smartphone."

The Most Reliable?

Verizon boasts about having the most reliable wireless network, but the rash of outages suggests there is a kink in the wireless carrier's armor -- and AT&T may be able to take advantage. Verizon has not offered an explanation for the outages.

Rob Enderle, principal analyst at Enderle Group, said the timing was bad for Verizon. People want to be able to trust their wireless phone service, he noted, and that means 24/7 service. Verizon has repeatedly let consumers down.

"Verizon is really trying to step out against AT&T. AT&T's stats are getting quite a bit better. Verizon's are getting quite a bit worse," Enderle said. "If Verizon was looking for any long-term pick up, it seems much less likely they will get it now. It's unfortunate timing because AT&T is actually strengthening, so Verizon may actually end up losing more customers to AT&T."

Ghost in the Network

After December's second outage, some consumers reported ongoing issues that have yet to be resolved. Verizon's online forums offer reports of all sorts of issues with its products -- and some customers vowing not to stay with the company.

"Since the Verizon outage a week or so ago my hotspot will not pick up 4G. this is in Washington, D.C. and Bethesda, Md., where I've never had anything less than 10 mbps. I'm now lucky to get 1.5. No amount of resetting changes it," wrote a customer using the name landsw on Verizon's online forum.

Another Verizon customer who uses the handle suspicious99 reported trouble with his computer data card service for the past few weeks that resulted in no Internet service.

"I believe the problem lies with Verizon and switching over to 4G," he wrote. "They are taking towers off line and redoing the electrical equipment, therefore a call has to go to the next tower."

Oil hovers below $100 as US economy improves

SINGAPORE (AP) - Oil prices hovered below $100 a barrel Friday in Asia amid encouraging signs the U.S. economy is slowly improving.

Benchmark crude for February delivery rose 12 cents to $99.77 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract added 29 cents to settle at $99.65 in New York on Thursday.

In London, Brent crude was down 6 cents at $107.95 a barrel on the ICE Futures exchange.

Crude has traded near $100 since mid-November after jumping from $75 in October as investors eye growing evidence the U.S. economy could avoid a recession next year. The government reported Thursday that claims for jobless benefits fell to a four-week average of 375,000, the lowest level in three and a half years.

The National Association of Realtors also reported that contracts to buy U.S. homes rose last month to the highest level in a year and a half.

Some analysts worry Europe's debt crisis will drag the continent into recession next year and undermine global crude demand.

"From a longer term perspective, we continue to zero in on the euro zone as the primary driver of oil pricing during the first quarter of 2012," energy consultant Ritterbusch and Associates said in a report. "We still view the euro zone debt issues as intractable."

Traders are also closely watching tensions between Iran and Western powers over Tehran's nuclear power program. Iran threatened this week to close the key oil export passage of the Strait of Hormuz in the Persian Gulf if the U.S. and other nations tighten sanctions. The U.S. Navy said it would not tolerate any move to limit the strait's traffic.

Energy trader Blue Ocean Brokerage said oil prices would likely eventually jump by about $50 if Iran, OPEC's second-biggest crude exporter, tried to close the strait.

"Let's start with an easy $20 spike, then add in a risk premium for insurance costs, delays, costs to push oil through alternative routes and the obvious loss of 3.5 million barrels a day from Iran," energy trader Blue Ocean Brokerage said in a report.

In other Nymex trading, heating oil rose 0.7 cent to $2.93 per gallon and gasoline futures slid 0.3 cent at $2.67 per gallon. Natural gas futures were down 2.3 cents to $3.00 per 1,000 cubic feet.

Tracey Gold stars in spider drama "Arachnoquake" (Reuters)

NEW YORK (TheWrap.com) ? Former "Growing Pains" star Tracey Gold is the latest '80s icon to sign on for an impossibly silly Syfy drama: "Arachnoquake," which somehow doesn't have an exclamation point in the title, will find her battling giant albino spiders unleashed by earthquakes.

Also appearing in the TV movie are be Bug Hall ("The Little Rascals"), Ethan Phillips (" Star Trek: Voyager" ) and Edward Furlong, who is somehow listed only fourth in Syfy's news release despite starring in "Terminator 2: Judgment Day."

A production of Active Entertainment, "Arachnoquake" is directed by Griff Furst, who also directed "Swamp Shark," which had us at "swamp" and then sealed the deal with "shark." It was one of the highest-rated Syfy Saturday Original Movies of 2011.

"Arachnoquake" (seriously? No exclamation point?) airs next year.

Ford Celebrates 100th UK Anniversary with Haute Couture Fashions

Ford shoot NEF 3.done 799x1024 Ford Celebrates 100th UK Anniversary with Haute Couture Fashions

It looks like more and more fashion designers are taking to auto parts instead of traditional fabrics for inspiration when it comes to haute couture. Only a few weeks ago we reported on the collaboration between?Lexus and Vogue. The concept of that collaboration was for select designers to use parts of the Lexus CT hybrid and create high fashion pieces. Well it looks like Ford has traveled down the same road.

In honor of Ford?s 100th?anniversary in the U.K., a Scottish designer named Judy Clark (who used to work under Alexander McQueen) has designed an Edwardian-style gown made from tweed, leather, lace, spray paint and silk chiffon ? along with assorted components from a 2012 Ford Focus.

Then there is jewelry designer Katherine Hawkins who crafted special pieces for the occasion as well. Her Ford collection includes an ornate necklace made from dials, buttons, springs and instrument panel switches. All of the parts are also derived from a 2012 Ford Focus.

Interestingly enough, both participating designers had no idea what the other was creating, yet in the end both pieces ended up complimenting each other perfectly.? Ironically though, designer Katherine Hawkins has no idea what the names are of the parts she used, since she doesn?t drive. Meanwhile, Judy Clark details her work on her blog and it is definitely worth checking out.

U.S. adds surveillance drone on Mexico border (Reuters)

SIERRA VISTA, Ariz, Dec 27 ? U.S. authorities took possession of an additional high-tech surveillance drone on Tuesday to overfly the rugged Arizona borderlands to look for drug smugglers and illegal immigrants crossing from Mexico.

The Predator-B drone is based at the National Air Security Operations Center in Sierra Vista, a few miles north of the Mexico border in southeast Arizona, the U.S. Customs and Border Protection agency said.

The addition brings CBP's fleet of surveillance drones along the nearly 2,000-mile southwest border with Mexico to six. Four are based at the Arizona center, and two more overfly the border from Corpus Christi, Texas.

"The missions from these two centers will allow CBP to deploy its unmanned aircraft from the eastern tip of California across the common Mexican land borders of Arizona, New Mexico, and Texas," CBP said in a statement.

The unmanned aircraft are equipped with tools including powerful day and night vision cameras which enable operators to spot incursions by drug traffickers and illegal immigrants slipping over the border from Mexico.

The surveillance operations under the program have led to the seizure of around 46,600 pounds of illicit drugs and 7,500 arrests along the southwest border.

This past year, arrests of illegal immigrants crossing north over the southwest border dropped to 327,577, their lowest level since 1972 when President Richard Nixon was in the White House.

Factors in the stark decline have included tightened border and workplace enforcement, a slowed U.S. economy providing fewer jobs to undocumented workers, and increased drug cartel-related violence in Mexico making the journey north more hazardous, according to analysts.

The arrival of the Predator-B marks the second of two unmanned aircraft earmarked in supplemental budget provisions identified in August 2010.

Yemen's Saleh vows to leave, troops kill 9 protesters

SANAA | Sat Dec 24, 2011 10:20pm EST

SANAA (Reuters) - Yemeni President Ali Abdullah Saleh said on Saturday he would leave for the United States and give way to a successor, hours after his forces killed nine people demanding he be tried for killings over nearly a year of protests aimed at his ouster.

But Saleh, who agreed to step down last month under a deal cut by his wealthier neighbors who fear civil war in Yemen will affect them, did not say when he would depart and vowed to play a political role again, this time opposed to a new government.

The bloodshed and political uncertainty hinted at the chaos which oil giant Saudi Arabia and Saleh's former backers in Washington fear Yemen could slip into, giving the country's al Qaeda wing a foothold overlooking oil shipping routes.

Troops from units led by Saleh's son and nephew opened fire with guns, tear gas and water cannon against demonstrators who approached his compound in the capital Sanaa after marching for days from the southern city of Taiz, chanting "No to immunity!"

Mohammed al-Qubati, a doctor at a field hospital that has treated protesters during 11 months of mass demonstrations against Saleh, said some 90 people suffered gunshot wounds in addition to the nine killed. About 150 other people were wounded by tear gas canisters or incapacitated by gas, he said.

The marchers denounced the deal Saleh agreed last month giving him immunity from prosecution in exchange for handing power to his deputy, who is to work with an interim government including opposition parties before a February presidential election.

That plan, crafted by the Gulf Cooperation Council (GCC) and mirrored in the terms of a U.N. Security Council resolution, has been bitterly denounced by youth protesters who demand Saleh face trial and his inner circle be banned from holding power.

"The blood of the martyrs has been sold for dollars," shouted protesters, before forces from the Republican Guard and Central Security Forces attacked on roads leading to Saleh's compound, which was surrounded by tanks and armored vehicles.

ACTIVISTS ROUNDED UP

Saleh, who repeatedly backed out of the Gulf plan to nudge him from power before a June assassination attempt forced him into hospital in Saudi Arabia, said he would both let Yemen's new government work, and oppose it.

"I will go to the United States. Not for treatment, because I'm fine, but to get away from attention, cameras, and allow the unity government to prepare properly for elections," he said, adding he would undergo some medical tests.

"I'll be there for several days, but I'll return because I won't leave my people and comrades who have been steadfast for 11 months," he said. "I'll withdraw from political work and go into the street as part of the opposition."

Alluding to the relationship of his poor, populous country to its resource-blessed neighbors, he said: "An unstable Yemen means an unstable region. So, protect the security, unity and stability of Yemen, neighbor states; its security is yours."

A Yemeni online publication quoted the U.S. ambassador in Sanaa, Gerald Feierstein, describing the march as a provocative act, during a meeting with Yemeni journalists. The ambassador could not immediately be released for comment.

As Saleh spoke, a member of the bloc of opposition parties that share the cabinet with members of Saleh's party said security forces had rounded up dozens of people including Samia al-Aghbari, an activist in the anti-Saleh protest movement.

Aghbari sent a text message saying: "The Republican Guard is taking me and (another activist); they are dragging us by our clothes and shooting in the air."

Saleh's General People's Congress party said on Thursday that the protest violated the terms of the transition pact, under which the government is to oversee disengagement of his forces from rebel army units and tribal militias with whom they have fought in Sanaa and elsewhere.

Their battles, which the youth protesters regard as an internecine conflict among a criminal elite, have left parts of the capital and Taiz, 200 km (125 miles) to the south, in ruins and deepened a humanitarian crisis in a country with multiple, overlapping regional conflicts.

U.S. DRONE STRIKE IN SOUTH

Those include fighting with militant Islamists in the south, where Islamists have seized much of the territory in one province and have significant influence in another.

Saleh's opponents have accused him of ceding ground to Islamists to bolster his claim that he alone can check the Yemen-based branch of al Qaeda, which has planned abortive attacks abroad from Yemen.

A Yemeni security source said on Friday that a U.S. drone had killed a relative of the al Qaeda wing's leader in Abyan, the Islamist militant-held province where battles with government troops have cost at least 50 lives this week.

A CIA drone strike killed Anwar al-Awlaki, a U.S. citizen linked to Al Qaeda in the Arabian Peninsula, earlier this year.

Fighting in Abyan has forced tens of thousands of people to flee the province, compounding the humanitarian crisis in a country where about half a million people are displaced and oil exports that fund imports of staple foodstuff have mostly ceased during the struggle over Saleh's fate.

Elsewhere in southern Yemen, gunmen killed a Briton of Yemeni origin and wounded a soldier accompanying him in an attack on an oil company vehicle that a local official blamed on highway robbers.

In the southern port city of Aden, a grenade blast, apparently the work of feuding gangs, killed one person and wounded five at a market late on Friday, a local official said.

Separatist sentiment is running high in the south, formerly a socialist republic that fought a civil war with Saleh's north in 1994 after four turbulent years of formal union.

David Paul: Before They Left Town, Did House Republicans Change the Rules of the Tax-cutting Game?

House Republicans, just days after standing their ground, decided instead to head home for Christmas dinner.

So much for the principles that brought them to power in 2010. So much for ending business as usual in the nation's capital.

But their language changed by the end. Gone was the moral outrage, the appeals to end the mindless spending that was bankrupting the nation. This week, the House Republican talking points led with the insistence that America's working men and women deserved more than a two-month payroll tax holiday. Somehow, the Tea Party-spawned House Republicans had morphed into demagoguing Proletarian heroes.

But this was an important moment. After all, when the current House majority seized the reins, they were clear that their mission was to curtail spending as the singular path to curbing massive fiscal deficits, while not impeding the morally righteous task of cutting taxes. Specifically, the House Republicans changed "Paygo" rules that had been in effect for many years -- whereby tax and spending measures must be budget-neutral over a 10-year period, as scored by the Congressional Budget Office -- to provide instead that such constraints should not apply to tax cuts.

This perspective -- that deficits are not a function of the mix of revenues and expenditures but rather a function of spending alone -- is an odd vestige of the Reagan era, when cutting taxes emerged as the sine qua non of the modern Republican Party and liberated the GOP from its stodgy traditions of fiscal prudence and school marmishness. At the time of the Reagan revolution, when marginal tax rates were high, one could make a fairly reasoned argument of the supply-side premise, that cutting taxes would increase revenues. But that argument was bound up in the facts and economics of that era, and only attained that status of a moral imperative in the ensuing years.

But in the debate regarding extending the payroll tax cut, for reasons that are unclear, the House Republicans did not merely forsake their rule that tax reductions are morally self-justifying, they went to the mattresses to demand that they be paid for like any other legislation of Democrat-inspired spending.

Then, suddenly, they got up off the mattresses, changed their votes and went home.

Fast forward to late next year and the implications of the House action looms large. At the end of 2012, the Bush-era tax cuts are set to expire just like the payroll tax cut that was just extended. Under the House Paygo rules, Republicans would have no problem demanding that such tax cuts remain permanent, despite the $4 trillion of projected costs over ten years. But the payroll tax debate should cast the stance of the House Republicans in a new light. This month, for the first time in recent memory, the Republicans took a stand against tax cuts because of the fiscal implications of those cuts.

For the first time in recent memory, Milton Friedman and the Republican Party of my grandfather were redeemed. This was a significant point that should not be lost.

Because the simple truth is that to extend the Bush tax cuts is wrong.

Little, if anything, has been said in the public debate over those tax cuts to remind the public about why they had an expiration date to begin with. After all, changes in the tax code tend to be eternal, and ability to rely on the rules of the tax system is a bedrock principle of our economy. But the Bush-era tax cuts had to expire if they were going to comply with the fiscal rules in place when the cuts were enacted into law. To meet the ten-year Paygo scoring rules, the Bush-era tax cut legislation provided for rates to return to the levels in effect in 2001 after seven years in order to pay for the largesse that was bestowed upon taxpayers over the period the cuts were to be in effect.

Oddly, in the debate over extending those tax cuts, up until now the Democrats and Republicans essentially had to act under different political rules. Democrats, because they are the party of wanton over-spending and fiscal profligacy, had to justify how extending the tax cuts would be somehow fiscally justifiable. Republicans, because their brand includes the long-defunct notion that they are the party of fiscal prudence, felt no such constraint, and they have felt free to argue that the cuts be made permanent, whatever the fiscal impact might be.

The argument in Congress that the Bush-era tax cuts should be extended has given the lie to the notion that Congress is subject to any rules, even the ones it places on itself. The argument that tax rates should not be increased in the face of a recession is utterly disingenuous. Those arguing to gut the 2001 and 2003 tax bills now would be doing so regardless of our economic condition.

Look back at the historical record. Even as the Bush-era tax cut legislation was being considered, Republican leaders assured their base that by 2010 those cuts would be made permanent, as the Republicans pledged from the outset to attack as taxers any who would let the cuts expired. That is to say, even at the moment of the original legislation, those who supported those tax cuts eschewed any intention of adhering to the fiscal rules that Congress had imposed on itself. At the time, the cynicism was breathtaking. But as political calculation, it was prescient.

This month, House Republicans veered from the Republican orthodoxy on cutting taxes without offsets in favor of their Tea Party anti-deficit principles when they demanded spending cuts if the payroll tax cut was to be extended. For the first time in recent memory, Republicans returned to pre-Reagan principles and demanded that tax cuts be paid for.

A cynic might argue that this was not a change from the Republican playbook. They might suggest instead that we have seen the emergence of a codicil to the principle that tax cuts are morally self-justifying that suggests that such cuts must be paid for if the benefit accrues to working class Americans. Or perhaps the House leadership simply got caught up in needing to oppose anything that Democrats supported and lost sight of the fact that they were in the odd position of opposing a tax cut.

In acting to demand that the payroll tax cut extension be paid for, will the House Republicans apply the same rule to extending the Bush-era tax cuts? That would be a game changer. But it is more likely that the House Republicans will get their act together, and once again the $4 trillion cost -- and profound hypocrisy -- of extending the Bush-era tax cuts will be subordinate to the higher moral principle of cutting taxes -- without regard to cost.

Tech N9ne on performing for U.S. troops during Iraq withdrawal

As the last of the U.S. troops withdrew from Iraq, independent rap artist Tech N9ne provided some outgoing entertainment in Kuwait.

The artist performed his song 'The Noose," which he says was inspired by military troops, to show his support for those fighting on the front lines. (There's video of his performance over at HipHopDX.com.)

Read about his first-hand experience after the jump:

"What affected me the most about my visit to the Middle East was how amazingly pleasant and humble those who are serving our country were, even while under some of the [roughest] and most secluded living conditions imaginable.

The mostly young men and women all had stories similar to my own. When I talk about being away from my family and missing my kids in my music, they told me they listen to those songs to get them through being away. They showed my crew and I the most love imaginable for coming and giving them a piece of the USA, and that's exactly what we did.

I told them every night that I would go into the middle of a war zone to show my appreciation for their bravery. While at Camp Buehring in Kuwait, I accidentally suffered two broken ribs trying to climb into an Apache helicopter. Afterward, even against the suggestions of the military doctors, I performed the entire hour-and-a-half of my last three shows under a lot of pain.

I guess that was my way of saying that nothing could've stopped me from rocking the mic for those same troops that are so far away from their loved ones, suffering a pain all of their own. Nothing! I wouldn't have missed it for the world! Merry Christmas to the men and women of the United States Military who keep us all safe."

Afghan 'soldier' opens fire on Nato troops

A man wearing an Afghan army uniform opened fire on coalition troops in western Afghanistan, Nato officials said today.

Unconfirmed reports said the gunman died and several alliance soldiers were wounded in Saturday's attack .

A Nato statement said there were no fatalities among alliance soldiers in the shooting at an outpost in Bala Boluk district.

If the probe confirms that the gunman was a soldier, the shooting will be the latest in a series of attacks by Afghans against coalition partners. Those shootings have raised fears of Taliban infiltration as Nato speeds up the training of Afghan security forces.

Afghan Defence Ministry spokesman Gen Mohammad Zahir Azimi confirmed the attack and said Nato troops shot dead the gunman.

Coalition troops are to end their combat role in 2014, and the goal is to have 195,000 trained Afghan troops in service by next October. Afghan security forces have already started taking the lead in several regions as part of the process that will put them in charge of security across the nation by the end of 2014.

Commanders of Nato's training mission have said that coalition and Afghan forces keep a sharp eye out for possible Taliban infiltrators at the recruitment, training and deployment stages.

A Taliban statement today said that the insurgents were confident of victory and that the Nato forces would face the same fate as the Soviet invaders who withdrew from Afghanistan in 1989 after an almost decade-long war.

The insurgents "are successfully withstanding all the coalition forces led by the US invaders and will make them all face the same fate that befell the Red Army," said the statement marking the 32nd anniversary of the Soviet invasion in 1979.

Department of Health: Consultation on cancer of unknown primary and community skin measures

23 December, 2011

A draft version of the cancer of unknown primary measures and the community skin cancer measures are being issued today for a three month consultation by stakeholders.

The purpose of this consultation is not to reopen the extensive consultation on the guidance, but rather to invite comments on the contents of the draft measures, for example:

  • is the wording of each quality measure clear?
  • what additional, if any, supplementary guidance on the quality measure is required?
  • are there any important gaps?

The measures included in the manual for cancer services identify characteristics of services that should help those involved in planning, commissioning, organising and providing cancer services to identify gaps in provision, and to support the quality assurance of services enabling quality improvements.? The development of cancer measures is an ongoing process and reflects NICE quality standards and clinical guidelines and revisions to existing NICE guidance.

The draft cancer of unknown primary measures reflects the NICE clinical guideline CG104: Diagnosis and management of metastatic malignant disease of unknown primary origin, July 2010.

Adam Lambert Tweets Embarrassment, Regret Over Arrest

Adam Lambert has added to his initial, post-arrest statement.

Soon after he and boyfriend Sauli Koskinen got into a drunken brawl in Finland, and were subsequently booked for assault, Lambert Tweeted a half-serious response about how alcohol and jet lag resulted in the incident.

But the ex-American Idol finalist included another message last night, apparently displeased with both his tone in the initial response, and the false reports that circulated in the wake of the publicized arrest.

"Violence is not to be taken lightly," Adam wrote. "Embarrassed by drunkenness. No punches thrown, no injuries and no charges. Media always exaggerates."

Hey, we're just glad everyone is okay. And, yes, Lambert should be embarrassed by the fight. But live, learn and drink less after a long flight. What else can you do?

NKorea transition clouds Asia security outlook (AP)

SEOUL, South Korea ? North Korea 's newly minted leader presents the U.S. and its allies with an even more unknown character than his recently deceased father ? and the strategic challenge of dealing with an inexperienced young man who sits on a nuclear arms program, a stash of chemical weapons and the world's fourth-largest army.

At the tender age of 27, give or take a year or two, Kim Jong Un is poised to become the world's youngest commander in chief. With virtually no track record, he will be learning on the job. From a military perspective, which takes "know your enemy" as its cardinal rule, that makes him a huge wild card as he sorts out his potentially thorny inheritance.

While the transition could offer an opportunity for positive change, this week's announcement of North Korean leader Kim Jong Il's death immediately set off alarms in situation rooms from Seoul to Washington.

The younger Kim is said to have graduated from Kim Il Sung Military University and was suddenly promoted to four-star general last year in the first promotion hinting that he was being groomed to succeed Kim Jong Il, his father. Otherwise, Kim has little public record of military service. Until just before the announcement of his father's death, he had never even issued an order, according to South Korean media.

In Pyongyang, Kim Jong Un is credited with orchestrating an artillery attack on Yeonpyeong Island that killed four South Koreans in November 2010. However, the South Korean reports say his first directive was for troops to stop training and return to their bases.

"Worries are high," said Baek Seung-joo of the state-run Korea Institute for Defense Analyses in South Korea. "Kim Jong Un is too young, and it's possible that elite generals' loyalty to him may grow thin in the long run."

Even so, all signs from Pyongyang indicate Kim has garnered enough support from the cabal of generals his father left behind to become the public face of the regime. Whether he will lead or follow, or eventually be cast aside, is another question.

"Where the guessing really starts is in determining who the power, or powers, behind the throne will be ? who will be whispering in his ear and to whom he will be listening," said Ralph Cossa of the Pacific Forum of the Center for Strategic and International Studies, a private think tank. "The military remains a power behind the throne, but just how powerful and who speaks for the military are still not clear."

Although Pentagon spokesmen said Thursday the transition appeared to be going smoothly, troops around the region are on heightened alert.

South Korea has ordered its military to step up surveillance of the Demilitarized Zone that has separated the two countries since their 1950-53 war. Japan called an emergency meeting of its Cabinet and put its coast guard on alert. President Barack Obama vowed the U.S. would stand by its allies, and Taiwan suspended regular missile and artillery tests to avoid causing "inappropriate speculations."

Such jitters are warranted.

When Kim Jong Il assumed power after the death of his father in 1994, he elevated the North Korean military with him, lavishing funds on the army, pursuing the expensive development of ballistic missiles and stubbornly refusing to abandon his dream of building nuclear weapons even as his nation slipped deeper into poverty and isolation.

The policy is called "songun" ? military first ? and Kim used it masterfully to befuddle his enemies at home and abroad. But it has also created a symbiotic relationship that may prove hard for Kim Jong Un to sustain.

By some estimates, as much as a third of North Korea's state-run economy is set aside for its military. An estimated 1.2 million troops are on active duty and 7.7 million in reserves, out of a total population of only 24 million.

Service is a lifelong process. Children are pressured to enter youth guard organizations. When troops leave active duty, they usually join paramilitary reserve forces, where some remain until they are in their 60s, according to Joseph Bermudez, a North Korea military analyst for the London-based Jane's Information Group.

"The military is everything in North Korea," said Toshimitsu Shigemura, a North Korea expert at Waseda University in Tokyo. "It has the absolute power that comes ahead of everything. Kim Jong Un will have to keep that in place to get support for his leadership."

Under Kim Jong Il, North Korea acquired enough weapons-grade plutonium to build several atomic bombs. The North's nuclear program has made it an international pariah, though experts question whether it can make nuclear bombs small enough to deploy on a warhead, a key to using them in any conflict.

But North Korea has repeatedly proven it is capable of using its conventional forces, which could be the more dangerous threat during the leadership transition.

It is suspected of using a minisubmarine to attack and sink a South Korean corvette in March last year, killing 46 sailors in the deadliest encounter between the two countries since their war. North Korea denies involvement.

Eight months later, it fired the volley of shells at Yeonpyeong Island.

The attacks underscore what is perhaps North Korea's greatest military strength: its willingness to make provocative moves, often with the diplomatic goal of gaining concessions, and gamble that its adversaries will not risk war by responding with full force.

That attitude is key because the North's military is by no means invincible. Its navy is antiquated, its air force is mostly obsolete and fuel for training is scarce.

Still, it has a 2-to-1 advantage over the South in tanks, long-range artillery and armored personnel carriers, according to the U.S. State Department. It has a huge reserve of special forces ? 200,000 commandos by South Korean estimates ? ready to slip across the border to carry out assassinations and cause havoc at air bases and ports critical to the South's defense.

North Korea also has 2,500 to 5,000 tons of chemical weapons stored across the country, according to South Korea's Defense Ministry, which believes the North is also capable of cultivating and manufacturing anthrax bacteria, smallpox viruses and cholera viruses for biological warfare.

Seoul, South Korea's capital and a city of more than 10 million, lies only 30 miles (50 kilometers) from the border, within reach of many of the North's 13,600 long-range artillery guns.

A repeat of 1950, when North Korean forces streamed across the border in a surprise attack that sparked the Korean War, is hard to imagine. South Korea's 650,000 troops are much better prepared than six decades ago, and are backed up by 28,500 American troops and another 50,000 in nearby Japan. U.S. F-16 fighters based in Japan could be over North Korea is less than an hour.

Skirmishes are a more likely scenario.

Many North Korea experts believe the two incidents in 2010 were intended to bolster the reputation of Kim Jong Un, and he could be under pressure to orchestrate another attack in the months ahead to demonstrate his credibility as a hawkish figure, like his father.

But Cossa, the analyst at the Center for Strategic and International Studies, suggested Kim and the military leadership will be too busy working out their new pecking order to pick fights elsewhere.

"There is rampant speculation that the new leadership will have to establish its bona fides by doing something aggressive," he said. "My guess is that this would be the best time for the respective militaries to enjoy Christmas leave. The odds that the new leadership would do something provocative during the mourning period or during the transition period that follows seem particularly low."
